This unit is statutorily mandated and has sole responsibility for enforcing the federal/state, size, weight, permit, registration and taxation regulations. The incumbent assigned ensures enforcement efforts promote a safe and secure driving environment, while protecting and preserving vital roadway infrastructures. Commissioned DOTD Personnel assigned have the same authorities statewide as sheriffs, constables, and police officers with respect to the enforcement of the law. While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives. SUBSTITUTIONS: Five years of any law enforcement experience as a POST certified peace officer with the powers of arrest. NECESSARY SPECIAL REQUIREMENTS: Must possess a valid driver's license at time of appointment. Active Police Officers Standard of Training (POST) certification. An applicant who has been convicted of a misdemeanor crime of domestic violence or a felony, or who is under indictment on a felony charge will be disqualified by the hiring agency until relief from the disabilities imposed by state and federal laws is granted. Job Concepts FUNCTION OF WORK: To provide enforcement of laws and regulations relative to weights and standards for commercial vehicles through direct supervision of enforcement personnel assigned to stationary scales. LEVEL OF WORK: Supervisor. SUPERVISION RECEIVED: General from a DOTD Enforcement Captain. Other reporting relationships may be approved by SCS. SUPERVISION EXERCISED: Direct over DOTD Enforcement Sergeants and lower-level personnel as assigned. Other reporting relationships may be approved by SCS. LOCATION OF WORK: Department of Transportation and Development. JOB DISTINCTIONS: Differs from DOTD Enforcement Sergeant by the presence of direct supervisory responsibility over enforcement staff for multiple shifts and/or locations. Differs from DOTD Enforcement Captain by the absence of managerial responsibility for an assigned enforcement region. Examples of Work 40% The incumbent acts as a uniformed commissioned/POST certified Police Officer, and serves as a DOTD supervisor in the region, with oversight over the static scale(s) in the assigned areas. The primary focus, of the Agency, is weight and size enforcement of both State and Federal Laws, and must be capable of conducting advanced police skills such as investigations, patrol and arrest procedures, and gathering of evidence. Provide field supervision and guidance to subordinates for their Unit, which consists of multiple shifts and/or multiple locations within their Enforcement Region. Ensure that the applicable rules and regulations are enforced fairly and consistently. Coordinate with the Weight Enforcement Unit Commander to identify the specific goals and objectives as they pertain to the enforcement of the federal/state regulations and ensure that these goals and objectives are accomplished. Incumbent is required to meet all state mandated and departmental required, POST training, qualifications and certifications. 25% Ensure that required statistical reports, time and attendance reports and other required administrative paperwork is completed in an accurate and timely manner. Incumbent helps train any new subordinate Enforcement Sergeants/Agents/Compliance Inspectors assigned to their geographical area. Incumbent ensures all subordinate officers/comp1iance inspectors are briefed on departmental regulations and policies, and forwards any updates of these regulations and policies to subordinate personnel. Incumbent assigns duties to Sergeants/Agents/Compliance Inspectors under their supervision and gives specific instruction and assistance to Enforcement Sergeant(s) for mission goals of the unit, to include but not limited to enforcement activities, investigations, and training drills. Incumbent will serve as an on-scene coordinator for any major events, investigations, or seizing/handling of evidence within their respective area(s) of control. Incumbent will also conduct, when assigned to by a ranking member of the agency, internal investigations and prepare necessary reports and/or disciplinary actions as needed. Incumbent informs the Enforcement Captain of all pertinent information within the region or statewide area as needed. Incumbent maintains records and transmits orders given to him by the Enforcement Captain. Incumbent reviews bi-weekly schedules prepared by the Enforcement Sergeant. 15% Ensure that Department issued equipment is well maintained and used in a manner consistent with DOTD Policy. Make sure that all required inventory and supplies are purchased and kept in stock for distribution to personnel as needed. Ensure that all monthly bills for garbage, grass cutting, water, repairs, etc. are completed in LaCarte system. 10% Conduct fair and impartial planning and evaluation sessions (PES) in accordance with DOTD policy.
