Substitutions: associate's degree may substitute for two years of the nonsupervisory experience; bachelor's degree for four years; and J.D. or master's degree for five years Duties Description The New York State Office of People With Developmental Disabilities (NYS OPWDD) has approximately 20,000 employees and provides services to approximately 126,000 people with intellectual and/or developmental disabilities. OPWDD created the Executive Office of Diversity, Equity, and Inclusion with the charge to infuse DEI objectives and methodologies through different key business functions and executive ranks in OPWDD. With this, we are looking for a strong leader who is empathetic, organized, a reflective listener, and a lifelong learner committed to long-term change and outcomes-driven work in state government. The mission of the Executive Office of Diversity, Equity, and Inclusion is two-fold:(1)Create a strong safety net of equitable service access and utilization for all people with disabilities, regardless of income, race, religion, communication style, language, sexuality, gender, location, and other characteristics, and (2)Support a diverse and inclusive positive working environment for employees in which everyone can reach their potential and maximize their contributions to OPWDD's strategic goals and objectives. EOS4 will report directly to the Chief Diversity Officer to implement agency-wide vision to action plan for equity, cultural competence, and linguistic competence.The EOS 4 will supervise and work with DEI staff to carry out existing operations and ensure the success of projects in OPWDD's DEI portfolio, specifically focused on mission 2 stated above. Primary duties and responsibilities include but are not limited to:-Partner with Chief Diversity Officer to implement agency-wide strategies and initiatives for diversity, equity, inclusion, cultural competence, and linguistic competence.-Oversee and execute portfolio of divisional and agency-wide strategic projects as assigned by Chief Diversity Officer. Specifically, the EOS 4 will work on approaches and projects that impact the OPWDD workforce.-Strengthen agency compliance with Executive Order 187, in key areas: 1) develop strategic leaders, 2) recruit and retain a talented workforce, 3) foster an inclusive workplace culture, and 4) deliver effective programs and services. This will include proposing and implementing evidence-based practices for diversity, equity, and inclusion as they impact OPWDD employees.-Oversee day-to-day internal operations, such as language access, participation in internal work groups and committees, regular communication to OPWDD employees, supervision of DEI staff, and maintaining progress of DEI portfolio.-Co-write and finalize internal agency communication, including messaging about monthly observances, engagement opportunities, lunch and learns, DEI newsletters, DEI calendar, and other communication through the diversity and inclusion inbox.-Partner with DEI leads and liaisons in other agency divisions to support and resource DEI committees, various training models, and divisional strategic plans.-Partner with agency leaders and administration to enhance recruitment and retention of veterans, people with disabilities, and historically and contemporarily marginalized groups in civil service.-Design, deliver, enhance the success of professional development, training, and technical assistance offered to OPWDD employees in the areas of diversity, equity, inclusion, implicit bias, cultural and linguistic competence, and other topics related to DEI.-Oversee large-scale systems change projects, including the OPWDD's partnership with Georgetown University's National Center for Cultural Competence.-Participate in statewide workforce diversity and inclusion advisory councils and subcommittees.-Arrange and support the development of DEI staff; partner with Chief Diversity Officer create and sustain a positive and collaborative working environment in the DEI Office.-Help establish and enhance agency infrastructure for equity practice, including setting up and supporting DEI committees, workgroups, and work plans across OPWDD's divisions and offices.-All other duties as assigned.
