POSITION/PROGRAM INFORMATION:DEFINITION:Reviews, analyzes, recommends, and implements new efficiencies and improvements to the processes, procedures and management reporting of the treasury infrastructure; and leads in the performance of cash management operations for County departments and agencies.CLASSIFICATION STANDARDS:Positions allocable to this class are assigned to the Cash Management Division in the Department of Treasurer and Tax Collector where they work under the supervision of a Principal Cash Systems Analyst or a Finance Analyst. Senior Cash Systems Analysts function at the journey level, conducting the more complex analyses, and implementations of cash management operations and banking services. Positions in this class may supervise subordinate analysts. Essential Job Functions DUTIES INCLUDE, BUT ARE NOT LIMITED TO: Reviews, analyzes, develops, recommends and implements new or improved billing, collection, and cash management and processing systems and procedures by analyzing financial data; meet with partner banks, County vendors, and County departments/agencies; and participate and lead various trainings in order to ensure that County of Los Angeles departments and agencies receive and expedite electronic deposits into the County treasury pool as to maximize earnings; and effectively determine the County's daily cash position and funds available for investment. Analyzes, evaluates, and updates existing departmental fiscal procedures and policies by collaborating with stakeholders in order to ensure they comply with regulations; conduct research; update policies and procedures, in order to stay in compliance with applicable laws and regulations, maximize efficiency and/or costs savings, and determine estimated transaction volumes. Participates in the development and modification of contractual agreements with banking and merchant services vendors to enhance, delete, and/or add new services and products by reviewing/analyzing/updating contracts, meeting with stakeholders, in order to ensure products and services comply with the needs of stakeholders and the County's interest. Analyzes and recommends new or enhanced banking products and services for County departments and agencies by performing a full study of the new product/service, reviewing other County practices, meeting with stakeholders, overseeing solicitations, and assessing the impact in order to minimize cost and improve security safeguards, and maximize efficiencies. Performs in-depth analyses of financial information and cash management operations by analyzing the monthly bank charges and County budget; conducts cost analysis studies; analyzes trends to forecast current and next year budget projections; reviews current pricing schedules; prepare reports in order to assist management in making long- and short-term financial decisions; monitors actual bank charges throughout the budgetary cycle to ensure that the estimated charges are reasonable, accurate, and in-line with the Treasurer and Tax Collector's budget for banking services. Serves as backup to multiple units by reviewing bank transactions, collecting data from multiple agencies, recording all Revenue and Disbursements entries into the treasury management system, processing wire transfer requests, researching discrepancies, responding to inquiries regarding bank transactions, processing property tax payments, enrolling direct deposit requests, updating and managing grant management application and bank account web portals, fulfill bank service requests, in order to ensure County needs are met, records are accurate, to determine the County's daily cash position, ensure funds settle as anticipated, and identify available funds for investment.Analyzes and recommends changes in cashiering and depositing procedures by conducting research, reviewing policies and regulations, in order to ensure compliance. Leads subordinate staff by being responsible for day-to-day operations of individual initiative goals and objectives; provides guidance and training to lower level and newly hired staff; develop subordinate staff to ensure the division's daily tasks are completed efficiently and timely. Participates in meetings as a subject matter expert with various groups and Treasurer and Tax Collector senior and executive management by presenting relevant material and providing expert advice. Supervise personnel in order to ensure adequate work quantity and quality; adherence to standards, procedures, and deadlines; and the overall effectiveness of the work unit, as needed. Requirements SELECTION REQUIREMENTS: OPTION I: Two (2) years of experience as a Cash Systems Analyst in the Department of the Treasurer and Tax Collector.OPTION II: Two (2) years of highly responsible banking experience at the level of Assistant Branch Manager or higher at a major bank evaluating and determining banking services and cash management products such as lockboxes, deposit consolidations, and controlled disbursements for corporate or public entities.OPTION III: Two (2) years of experience in a highly responsible administrative or staff capacity analyzing and making recommendations for the solution of problems of accounting, finance, systems and procedures, or budget in the service of the County of Los Angeles at the level of Financial Specialist II or higher.SPECIAL REQUIREMENT INFORMATION: Experience as a Cash Systems Analyst in the County of Los Angeles is defined under close supervision, performs duties associated with the daily determination of funds available for investment, and assists in other cash management operations.
