SUBSTITUTIONS: Six years of full-time work experience in any field may be substituted for the required baccalaureate degree. Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows: A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree. 30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree. 60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree. 90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree. 120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree. College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience tosubstitute for the baccalaureate degree. Job Concepts FUNCTION OF WORK: To train in ensuring that licenses are issued, maintained or reinstated timely to all eligible and qualified persons regulated by a statewide regulatory Board. OR To train in effecting continuing education credentialing for licensees regulated by a statewide regulatory Board as well as continuing education for Board staff. LEVEL OF WORK: Entry. SUPERVISION RECEIVED: Broad review from Licensing Analyst Supervisor or other administrative official. SUPERVISION EXERCISED: May exercise functional supervision over clerical staff. LOCATION OF WORK: Any Louisiana licensing Board. JOB DISTINCTIONS:. Differs from Licensing Analyst 2 by lack of independence in performance of duties. Examples of Work 50% Examines and analyzes data submitted by and/or on behalf of each applicant for student clinical, RN and APRN licensure, and prescriptive authority for accuracy, authenticity, and completeness of factual information to document determination of eligibility and qualification for approval or licensure and prepares file. Receives, analyzes and verifies authenticity of diplomas, transcripts, certifications, professional credentials, licenses and other documents submitted by or retrieved from applicants, institutions, regulatory agencies, coordinated licensure information systems (i.e. NURSYS) and/or other licensing authorities. Advises and makes recommendations to superiors relative to compliance with requirements for student clinical, RN and APRN licensure, and granting, changing or continuation of Prescriptive Authority (PA). Researches and reviews licensure and actions taken by other jurisdiction, states and/or entities as reported to central databases. Solicits certified true copies of official decisions and actions relative to applicants/licensees. Reviews applications to determine if all requirements for approval and licensure have been met including the payment of fees. Communicates with applicant regarding the status of the application and/or requests relative to requisite information for further disposition of the approval and licensure process. Determines eligibility for and issues temporary permits and RN and APRN licenses and approval for students to applicants when all requirements are met. Accurately determines eligibility for multistate and single state licenses. Determines eligibility for initial and changes to prescriptive authority and forwards the complete file to the compliance officer or director for review. Prepares and determines when complete licensure files can be forwarded to the master file room and takes action accordingly. Advises supervisors of status of applications and makes recommendations accordingly. Inactivates and retires licenses and permits per LSBN policy and procedures. Creates and/or maintains complete electronic application record via Laserfiche and/or ORBS, as directed and in accordance to LSBN Records Retention Policy. 20% Processes, receives, safeguards, records, analyzes and prepares reports of criminal history record information including biometric/fingerprint data via print and civil scanning provided by federal, state and local law enforcement agencies for applicants including walk-ins/applicants presenting for Live Scanning of fingerprints. Conducts pre-licensure investigation and analysis of each applicant for compliance with all eligibility requirements and/or qualifications for licensure or student approval. Records findings and recommendations and prepares official record for each applicant for presentation to and consideration by the staff of the Board as applicable for which further approval is required. Refers irregularities, evidence and other records/ reports relative to possible disciplinary actions. 15% Researches records, makes requests and responds to requests for information to/from entities that include professional organizations, hospital administrators, health care entities, providers, certifying bodies, federal, state, and local law enforcement agencies, other federal, state and local officials, general public, and other licensing and/or certification entities relative to applicants, statutes, verifications, name changes, rules and regulations and other public information. Explains federal and state laws, rules and regulations, standards and agency policies to officials, staff, applicants, the public and/or providers of services and interprets and applies same as it relates to RN and APRN licensure and student approval. Communicates and cooperates with other Board staff, federal, state and local law enforcement agencies, other federal and state agencies, and entities that include professional organizations, hospital administrators, health care entities, providers, other federal, state and local officials, general public, and other licensing and/or certification entities relative to status of applicants, compliance, statutes, rules and regulations, and policies and procedures of the Board. Prepares and disseminates reports of statistical data, official reports and/or information regarding RN and APRN licensure and credentialing and student approval. 10% Develops procedures regarding the licensure, approval and credentialing functions. Provides input and recommendations on policies and/or procedures development/revisions with the potential for major and/or long-lasting impact or change. Participates in performance improvement activities continually improving all processes as opportunities for improvement arise. Works cooperatively as member of the team assisting and relieving other staff members as needed. Assumes other duties as necessary for the smooth and efficient operation of the Louisiana State Board of Nursing to assure public protection. Maintains excellent customer service to external and internal customers guided by mutual respect. 5% Assist with administration and oversight of the continuing education audit and renewal processes. Review documents submitted by licensees for the CE audit. Record/document findings and outcomes of the review of the CE audit documents to ensure compliance with current requirements. Advises supervisor when additional review is needed relative to continuing education requirements or documents. Respond to inquiries from applicants, licensees and the public regarding requirements for continuing education and renewal. Block and unblock licensure renewal in accordance with LSBN policy and procedures. Prepare or review documents related to renewal such as training materials for staff, information/FAQs provided on LSBN's website, and messaging sent to licensees.
