Project Controls Specialist Job Summary Marathon Renewable Fuels Refinery located in Martinez, CA is seeking a Project Controls Specialist This position has responsibilities within scheduling and cost analysis in support of project development and execution. This includes execution of standard budgeting, forecasting, cost control, earned value and change management practices throughout the life of the project. The available schedules for the position are 9/80, 5/40 or 4/1 and support of Turnaround (TAR) once or twice a year. KEY RESPONSIBILITIES Participate in development of project, Engineering, Construction, and Turnaround schedules and cost control maintaining project metrics throughout the duration. Provide project controls expertise relating to the integration, controls, and management of projects, including project planning and scheduling, manpower planning, cost control and risk management. Develop and monitor, with the project team, project execution strategy and tactical plans to achieve maximum efficiency and effectiveness for individual projects. Implement project controls guidelines and procedures to organize and schedule project work, taking into account time and resource constraints. Scheduler role will assume the Lead position over the assigned Primavera file (Construction and Engineering). Participate as a member of the MPC Scheduling team to discuss issues and enhancements to the planning / scheduling / reporting systems and to discuss MPC Standards and Best Practices. Interface with numerous contract planners to ensure their plans are in line with MPC Standards and Best Practices. Produce and distribute daily/weekly schedules, daily/weekly progress/curves/bar charts, cost reports for assigned engineering, construction and turnarounds and any other requested reports from P6, Analytics, RCR or SAP. Manpower level the Primavera schedule and produce histograms to use in the development of Hiring Plans. Apply cost control and other analytical techniques to quantify financial performance and projections. Provide through project controls, an accountability/audit trail of major project decisions, to minimize company commercial risk. Monitor and report on contractor progress and performance. Manage &/or develop customization of project control systems to meet specific project requirements. Manage accumulation and access of historical data, such as performance experience, for use in maintaining a realistic basis for future planning and forecasting. Responsible for coordinating with the project teams to develop and maintain Work Breakdown Structures (WBSs), Cost Breakdown Structures (CBS's), cost, cost forecasting and schedule baselines, and Estimates at Completion (EACs). Implement the overall project risk management process including risk identification and mitigation. Conduct thorough cost analysis on various projects, examining expenses, budget allocation, and resource utilization. Develop and maintain cost estimates, provide accurate forecasts and cost projections for ongoing and future projects. Collaborate with project managers and stakeholders to identify cost-saving opportunities and optimize spending without compromising quality. Monitor project expenditures against budgets, identifying discrepancies and proposing corrective actions as needed. Education, Experience and Skills Minimum Qualifications Must have a High School Diploma or GED. Education must be obtained/completed prior to start date.) Bachelors' Degree in Construction Management, Business Administration, or Engineering OR 5 years of Project Controls experience in a refinery, petrochemical industry or other related heavy industry in lieu of a bachelors degree. Must have excellent written and oral communication skills, organizational and planning skills and facilitation skills. Must be fully competent, experienced professional; able to carry out range of professional duties. Must demonstrate in-depth conceptual and practical knowledge. Must be able to solve complex problems. Must be self-sufficient; independent, able to perform with minimal guidance. Must be proficient in Microsoft: Word, Excel and Outlook. Must possess strong communication skills. Must be able to wear appropriate PPE in the refinery, be able to physically perform all tasks in the field and take hair drug test and physical. Must be legally authorized to work in the US without the need for future VISA sponsorship. Travel Requirement is 5% or less The available schedules for the position are 9/80, 5/40 or 4/1 and support of Turnaround (TAR) once or twice a year. A valid driver's license is required. (MPC determines valid status.) Preferred Qualifications Proficiency in P6/Primavera is preferred. Relocation is available to internal Marathon employees.
