Job Description THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $62,043 - $70,000. THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF CHILD PROTECTIVE SPECIALIST The Administration for Children's Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community. The Division of Policy, Planning and Measurement (PPM) collaborates with every ACS division to guide systems analysis and strategic systems improvement; assure quality of practice at ACS and its provider agencies; professionalize the frontline workforce; bring knowledge into practice; provide research and analytic support; and plan and develop new programs and policies. The Office of Training and Workforce Development provides foundational and continuous learning for child welfare and juvenile justice direct service staff and supervisors. Through the use of simulation, coaching and other best practices in adult learning, staff develop strengths-based skills to protect and support the children, youth and families of New York City. CARES is an alternative response to reports of child maltreatment which are deemed low-moderate risk referrals. CARES cases do not require an investigation, determination of allegations, or individual culpability for families reported to the SCR. The CARES approach engages families in an assessment of child safety and family needs by finding solutions to family problems and identifying informal and formal supports to meet family needs and increase parents' ability to care for their children. Reporting to the CARES Lead Trainer/Coach, the CARES Trainer/Coach will work closely with ACS Workforce Institute and Division of Child Protection (DCP) staff and to support the expansion and implementation of the Collaborative Assessment, Response Engagement & Support Family (CARES) practice model throughout New York City. This full-time CARES Trainer/Coach will facilitate initial CARES CPS training and provide ongoing coaching and training to support the transfer of learning between classroom training and on-the-job practice. Responsibilities of this position include the following: Deliver CARES training to DCP staff, applying adult learning concepts to effectively engage participants of varying learning needs and styles. Provide onsite and virtual coaching to DCP CARES staff monthly to foster transfer of learning and support application of knowledge and skills to their daily practice which includes direct service, middle- management, and executive-level staff. Shadow assigned CPS staff on visits in the community or virtually at least quarterly (e.g., family homes, schools, and community-based providers). Participate in the CARES case reviews and quality improvement processes and integrate findings into ongoing CARES CPS coaching. Partner with DCP to facilitate 'Listening Tours' in the community, which provide an overview of CARES and its benefits for various stakeholders (e.g., DCP units, community service providers, DOE, NYPD, etc.). Generate monthly coaching reports to be disseminated to assigned CARES units and DCP Program Development. As needed, support the development of policies, procedures, and processes for implementation of training and coaching and respond to requests and questions from DCP staff, DCP, PPM, and WI leadership, and other key stakeholders. Qualifications A baccalaureate degree from an accredited college or university, accredited by regional, national, professional, or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) including or supplemented by 24 semester credits in one or a combination of the following fields: social work, psychology, sociology, human services, criminal justice, education (including early childhood), nursing, or cultural anthropology, at least 12 of which must have been in one of these disciplines. Additional Information: Section 424-a of the New York State Social Services Law requires an authorized agency to inquire whether a candidate for employment with child-care responsibilities is or has been the subject of an indicated child abuse and maltreatment report on file with the Statewide Central Register for child abuse and maltreatment. Statewide Central Register screening will be conducted prior to considering a candidate for employment as a Child Protective Specialist. Candidates who have been the subject of an indicated child abuse and maltreatment report may be disqualified from appointment to this position. Requirements for Assignment Level II a. Upon satisfactory completion of six months of training and experience at Assignment Level I, an employee shall be assigned to Assignment Level II. b. Upon completion of one year of satisfactory experience at Assignment Level II of Child Protective Specialist and satisfactory completion of the probationary period an employee shall receive no less than the minimum salary after 18 months in title. c. To be appointed directly to Assignment Level II, a candidate must have, in addition to meeting the minimum qualification requirements set forth above, one year of satisfactory child protective casework experience.
