WHO WE ARE:Established locally in 1911, Volunteers of America Northern California & Northern Nevada (VOA NCNN) is one of the region's largest providers of social services. Our professional staff operates more than 40 locally managed and delivered programs. Services include food and shelter, counseling, independent living and parenting skills, substance-abuse treatment and rehabilitation, and job training. Currently, VOA NCNN provides shelter or housing to over 3,500 men, women, and children every night.OUR MISSION: To change individual lives, instill hope, increase self-worth and facilitate independence through quality housing, employment, and related supportive services.POSITION SUMMARY:The Outreach Navigator is responsible for assuring quality service in a safe, non-judgmental manner to all program participants compassionately and professionally as it relates to the specific program objectives. Objectives include supportive interaction with program participants and team members, assessment of participant’s needs, supporting the safety and the integrity of all residents, delivering targeted outreach efforts to enhance and expand the continuity of services, and performance of all work duties as required. Work is performed in a cost-effective and service-oriented manner as it relates to established organizational standards.OBJECTIVES/ACTIVITIES:A. Responsible for performing daily work requirements to achieve established objectives of the department.1. Support SMUD field crews by monitoring encampment sites.2. Conduct routine check-ups in areas typically more desirable to those living outdoors.3. Assist with removal and redirection of encampment residents located in the immediate vicinity of SMUD-owned property in Sacramento County, Placer County, and El Dorado County.4. Collaborate with SMUD Security Operations, Facilities, and field teams.5. Track and provide the number of sites visited, number of individuals contacted, resources provided, and results of how individuals were moved on and to where the individuals moved.6. Provide on-call availability within 1-2 hours, via dedicated work phone, to SMUD field crews and/or SMUD Security Operations.7. Provide streamlined program referrals and additional resource information to those living outdoors.8. Provide quarterly contract reports to SMUD.9. Develop safe and trusting relationships with unsheltered individuals through a client-centered lens.10. Utilize HMIS or other databases to connect encampments to Coordinated Access Services.11. Assist individuals with shelter resources and other community-based partnerships; refer to both cash and non-cash benefits.12. Collect, analyze, and interpret quantitative and qualitative data.13. Prepare and present a report summarizing findings and recommendations as needed.14. Communicate effectively with funders, providing timely updates and insights, as needed.B. Responsible for all areas of daily program maintenance in compliance with company policies.1. Notify management of potential workflow problems and resource needs necessary to attain performance standards.2. Adhere to staffing schedules to accomplish program objectives. 3. Communicate with the Navigation Center Director, service providers, and external county/state/city program representatives as required.4. Direct available resources as required.5. Comprehend and adhere to ethical standards, program philosophy guidelines, and confidentiality laws.C. Responsible for self-development1. Continually learn and enhance technical and interpersonal skills.2. Attend staff meetings/assigned training seminars and complete required certifications, i.e. CPR, First Aid, etc.3. Willingness to utilize evidence-based best practices in daily work, including Harm Reduction, Motivational Interviewing, and Trauma-Informed Practices.EQUIVALENT EDUCATION AND EXPERIENCE:Experience in data collection and analysis in a non-profit or funding environment is desired. This position requires a demonstrated ability to communicate and comprehend oral and written instructions and to provide services to clients without ethnic or social prejudices. Must have a basic understanding of severe mental health, physical health, and substance use issues and symptoms. It requires general knowledge of issues and challenges unique to homelessness, substance abuse, mental health, young adults, minorities, and persons with disabilities. It requires CPR and First Aid training within ninety (90) days of employment, with re-certification as necessary. A valid California driver’s license and the ability to meet our insurance carrier’s guidelines are required.
