Must apply utilizing City of Oneonta job application.note that this title is currently designated as part of NYS Civil Services HELP program which temporarily suspends the need for a civil service exam for this title. At present, City of Oneonta applicants to this title will not be required to take a civil service exam to gain, or maintain employment.DISTINGUISHING FEATURES OF THE CLASS: This position involves responsibility for performing professional accounting duties as they relate to financial transactions, installation and maintenance of accounting systems, payroll procedures, preparation of reports and analyses. Work is performed under general direction of the Finance Director, with some leeway allowed for the exercise of independent judgment in planning and executing assignments. Functions as a lead worker within the finance office, assigning and proofing work of others. May exercise limited supervisory functions in the absence of the Finance Director. The incumbent does related work as required.TYPICAL WORK ACTIVITIES: Creates and reconciles general ledgers; Creates journal entries; Advises department heads and other supervisors of account balances and available funding; Reconciles bank statements for cash accounts; Oversees the payroll operation to insure accuracy and completeness; Creates payroll related tax compliance, financial, and statistical reports; Collaborates with Finance Director and other staff in the organization in preparation of the annual budget including estimation of revenues and appropriations; Coordinates with external auditors to provide requested documentation and support of required audits including the annual financial statement audit; Collaborates with Community Development Department to create financial reports in support of grant administration; May collaborate with Finance Director in the creation of NYS Annual Financial Report; May collaborate with Finance Director in the creation of annual financial statements including related financial schedules and supporting documentation; May collaborate with Finance Director in the creation of internal financial statements or reports including related financial schedules and supporting documentation; Submits all quarterly State and Federal compliance reports for taxable sales such as fuel sales at airport; Implements internal controls over financial operations; Analyzes financial information for internal and external use; May coordinate with contracted IT personnel regarding the computer operations of the office, including installation of new programs and program levels, solving hardware and software problems, and any other related duties.   When clerical staff is unavailable, may pr
