Marketing Statement Under supervision of the team lead, performs quality control review of the transactions completed by the Leasing Coordinator while also maintaining a caseload of clients; May be assigned special projects to support the goals and objectives of the department; also is responsible for a wide range of activities related to determining and documenting participant eligibility, income, rent and contractual relationships with owners in support of HCV program operations; may perform transactions related to MTW, Non-MTW and Special Programs. Annual salary $46.600 - $49,576.25 Qualifications Education, Training and Experience Guidelines: Bachelor's Degree in Public or Business Administration, Social Work or a related field; AND one (1) or more years of experience involving related field; OR an equivalent combination of education and experience; AND two (2) or more years experience working in Public Housing, Housing Choice Voucher, or other Federally-assisted housing programs; OR an equivalent combination of education and experience. Required Knowledge of: HUD policies, and other Federal, state and local laws, rules and regulations related to Housing Quality Standards; Principles and practices of assisted housing and HCV management; Federal and State regulations governing public housing and the Fair Housing Act; Resident selection procedures, and social and economic problems involved in public housing and methods utilized for solution; Methods, procedures, and standards for maintaining rent collection, leasing and inspection records; Principles and practices of management, organization and administration; Conflict resolution management techniques; General office practices and equipment; Standard computer software applications. Required Skill in: Overseeing and coordinating operations and administrative functions; Understanding and implementing HUD regulations and PHA and MTW policies and procedures; Operating a personal computer utilizing standard and specialized software; Operating business machines and accounting software, including data processing systems and spreadsheet programs such as Excel and Lotus; Effective verbal and written communication; Interacting with people of different social, economic, and ethnic backgrounds; Establishing and maintaining effective working relationships with staff, PHA departments, employee groups, management, residents and the general public. LICENSE AND CERTIFICATION REQUIREMENTS: Must pass the EIV Security and User Training Certification exams within the first year of tenure in the position, (training and test at Philadelphia Housing Authority's expense); Must pass HCV Specialist certification exam within first year of tenure in the position (training and test at Philadelphia Housing Authority's expense). Responsibilities Under supervision and direction of the applicable Manager, Lead Leasing Specialists may provide oversight and monitoring of activities of Leasing Specialists and other team members; Assists with special projects to support the goals and objectives of the department; Understands and applies applicable MTW policies, agency procedures, and HUD regulations; Conducts quality control monitoring of the transactions completed by staff within the department and works with staff to develop a corrective action plan for identified performance issues; Works with QC staff to develop corrective actions to address systemic department issues; Answer telephone calls and communicates with applicants, participants, landlords/owners and co-workers in a manner that is courteous and professional; Responds timely to requests and inquiries from customers and staff, by phone, in person and by written communications. Determines customer needs and provides the information or assistance required to satisfy the customer needs. Customers include, but are not limited to, program participants, prospective participants and fam lies of current participants, landlords, contractors and housing inspectors, employees, and offices of social services and community service organizations, employees and staff of HUD, and other housing authorities, other housing authority staff and city employees: Investigates and resolves participant and landlord complaints; Enters data into housing software and monitors and controls quality of data entry; Completes and reviews multi-level calculations to determine income and rent; Maintains client files and files letters, documents and transaction materials in client files per the file organization protocol, including purge of files per the protocol; Assists with providing timely letters to owners and families regarding program issues and transactions; Keeps Manager informed of HCV issues as needed; Notifies program applicants, participants and owners in a timely manner of the results of program transactions; Provides recommendations for eligibility, termination/reinstatement of housing assistance as per HUD, local program and PHA requirements; Prepares correspondence and status reports, etc. to keep management informed of progress; Communicates with other HCV staff on the progress and status of program transactions; Stays abreast of new trends and innovations in the field of property management; Performs related duties and responsibilities as assigned.
