This job was posted by : For more information, please see: The City of Caldwell is seeking a full time CDBG Specialist. This position to begin employment on 10/01/2024 The Community Development Block Grant Specialist focuses on the day-to-day coordination and administration of the Citys Community Development Block Grant (CDBG) Entitlement working with the U.S. Department of Housing and Urban Development (HUD) and community partners. The Specialist also manages and administers funding received from the Idaho Opioid Settlement Funds. This includes the development and implementation of Community Development initiatives, Community Development grant funded projects, neighborhood programs, tracking grants and submitting reports, and other financial and general administrative support and information dissemination services; performs related work as required. Responsibilities Coordinates the Community Development Block Grant (CDBG) related activities of the department, including the processing of applications, scheduling public meetings and hearings as appropriate/required and assisting in the preparation of accurate reports and records in accordance with HUD requirements; Coordinates and oversees the funding received from the Idaho Opioid Settlement and related activities necessary to support opioid abatement strategies and invest in effective evidence-based interventions. Research and assess community needs to determine project priorities. Serves as principal contact and coordinator for assigned programs, projects and activities; Implements and consistently monitors accomplishments of all assigned programs, projects and activities; Assists in development of necessary budgets, review draw-down request for completion and compliance, provides technical assistance, assesses progress and recommends adjustments, reviews submitted progress reports, and utilizes federal and local financial project management systems; Assists with program outreach, marketing, customer service and positive public relations; Assists with development of all program marketing material, staff outreach events and interacts with relevant agencies, organizations and businesses; Works with surrounding communities to promote fair housing and other activities; Assists with performance data input and analysis; Maintains records and files in accordance with HUD CDBG requirements; Monitors and assesses progress made towards project and activity completion; Works with sub-recipients and other city staff to ensure compliance with all program and federal requirements, including cross cutting federal requirements; Completes project/activity Environmental Reviews, as directed; Coordinates efforts with recipients, stakeholders, consultants, funding agency, HUD representatives, city departments and public; Ensures accurate information concerning all requirements is available and shared, when necessary; Performs data entry, record retrieval, record maintenance and file set up; Gathers, assembles, updates, distributes, and files a variety of information, forms, records, documents and data as assigned; Prepare and submit grant and/or funding allocation reports. Assists as a professional liaison between department, other city staff, public agencies, business and the public; Table and speak at outreach events; Assists with outreach event organization and presentation; Disseminates information relating, though not limited to, fair housing, landlord training, lead based paint, neighborhood revitalization, housing development, community improvement, citizen outreach programs and other assistance as it relates to Community Development programs; Ensures compliance with federal/state/local regulations relating to Community Development Block Grant, Davis-Bacon, Fair Housing, Lead Based Paint, Environmental Policy Act, Historic Preservation, Environmental Reviews, Section 3 and all other requirements; Ensures compliance with all approved abatement strategies and regulations relating to the Idaho Opioid Settlement Funds. Assists with development and submission of all required plans; Performs all work duties and activities in accordance with City policies, procedures and safety practices; Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions; Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems; Attends approved meetings, conferences, workshops and training sessions and reviews publications and audio-visual materials to become and remain current on the principles, practices and new developments in assigned work areas; Responds to citizens questions and comments in a courteous and timely manner; Communicates and coordinates with others to maximize the
