Position Title: CRA Officer Report to Manager: Chief Compliance Officer Department: Compliance Work Location: Malvern, West Reading, or Lancaster, PA. Coming into the office at least 3-days per week with Monday, Tuesday, and Thursday being set office days. If within a 50-mile radius of the work location, the expectation is hybrid. What you'll do: The Community Reinvestment Act (CRA) Officer is responsible for developing, implementing, and administering all aspects of the Banks Community Reinvestment Act program. The primary objective of the CRA Officer is to ensure proper adherence to the provisions and intent of the Community Reinvestment Act, successfully demonstrating the Banks responsiveness to the deposit and credit needs of low- and moderate-income individuals and markets within the Banks assessment areas. The CRA Officer will work with the 1st line to plan, organize, and report the Bank's compliance activities related to CRA, including oversight of CRA data. What do you need? Knowledge of Wolters Kluwer's' CRA Wiz application, Risk Exec, Kadince, or other analysis tools utilized for CRA data. The ability to understand, analyze and interpret the various data points/reports. As well as the following items: Collaborate with the 1st Line to identify and recommend CRA qualified investment opportunities. Maintain and report key performance indicators used to monitor the Banks CRA performance against established benchmarks. Develop and annually update the CRA Performance Context. Monitor policies, procedures and practices to ensure adherence with federal and state regulations related to CRA. This includes that functions performed by vendors are effectively tested. Perform periodic CRA self-assessment to identify potential risk areas through statistical analysis, redlining review and the use of the fair lending software application. Prepare monthly reports for presentation to the Board concerning the Bank's record of CRA compliance. o Ensure compliance with the CRA data collection, reporting, and disclosure requirements. Conduct CRA data integrity reviews amongst all lines of business. Prepare and submit CRA data annually. Monitor regulatory developments and coordinate regulatory changes within affected lines of business and ensure that changes and controls are implemented to facilitate regulatory compliance. Maintain applicable risk assessments to include annual review and recommended updates based on regulatory, industry, and Bank changes. Serve a the primary Bank liaison to coordinate CRA audits. Support the Corporate Compliance Executive and Compliance Officer with Federal and/or State CRA examinations. Serve as a resource and be available to answer general compliance questions from employees and lines of businesses. Experience: Bachelor's degree in accounting, finance, business administration, or related field preferred but not required 6-8 years of experience implementing and applying CRA regulatory requirements and program management required Expert knowledge of all applicable laws, rules, and regulations as it pertains to Large Bank CRA and 1071 Programs required Prior experience in a CRA Officer role within a financial institution preferred Experience in partnering with senior leaders and Executive Management to execute on business requirements for CRA and 1071 compliance. Technical Knowledge and Skills: Experience in managing technical software; specific experience with CRA Check, Fair Lending Magic, Fair Lending Patterns, Kadince, etc. Demonstrated ability to read and interpret manuals, reports, governmental regulations, directives, policies, procedures, and other correspondence. Demonstrated ability to create policies, standards, and procedures to ensure compliance with CRA and 1071 laws, rules, and regulations. Demonstrated ability to report, test, and implement corrective actions related to CRA and 1071 program requirements. Ability to collaborate and communicate effectively across business lines. Strong verbal and written communication skills. Ability to meet strict deadlines. Proven analytical and critical thinking skills, with extreme attention to detail. Strong time management and organizational skills. Demonstrated ability to develop business requirements, create scorecards, and make appropriate recommendations on any third-party vendor support needed.
