Benefits include, but not limited to: HEALTH, DENTAL & VISION INSURANCE LIFE INSURANCE PAID VACATION PAID HOLIDAYS (14) PAID SICK DAYS PERSONAL DAYS PAID PARENTAL LEAVE PAID BEREAVEMENT PENSION WITH 4% EMPLOYER CONTRIBUTION FLEX SPEND ACCOUNT Bay County is a qualifying employer for Public Service Loan Forgiveness (PSLF) GENERAL SUMMARY: Under the specific direction of the Chairman of the Board and under the general direction of the Board of Commissioners, the Board Analyst/Advisor shall be responsible for assisting the Board in accomplishing its legislative and financial goals and objectives. Review requests from Departments, Elected Officials, and outside Agencies for funding in order to provide recommendations to the Board. Reviews annual budgets and monthly budget amendments for recommendation to the Board. Tracks State and Federal legislation that applies to local government, assesses the likelihood of the legislation's passage, informs the Board of any significant impact the legislation would have on the County, and makes recommendations for action. Serves as an impartial resource to the board. The nature of the work performed by this position necessitates a close working relationship with all legislative and executive agencies in general. ESSENTIAL FUNCTIONS: 1. Provides requested research, studies, reports, and recommendations regarding matters which are under the jurisdiction of the Board of Commissioners. 2. At the direction of the Chairman of the Board or a Board member, conducts appropriate inquiries as to whether or not Board policy or rules are being implemented as intended by the Board, and reports such findings to the appropriate Board member. 3. When directed by the Board, acts as a liaison between Administration and the Board of Commissioners. 4. Attends all Board and Committee meetings, responds to inquiries from various Commissioners at such meetings and completes tasks assigned during said meetings. 5. When directed by the Board, analyzes or critiques recommendations provided by Administration, the Courts and other elected officials serving in administrative capacities. 6. When directed by the Board, acts as a liaison with other units of government concerning matters regarding inter-governmental cooperative efforts. Acts as a community liaison working with community stakeholders. 7. When appropriate, responds to inquiries from department heads and elected officials regarding Board policies, rules, and procedures. 8. Serves as financial advisor to the Board, including advising on bonds. 9. Approve the release of accounts payable each week and periodically review large purchases to ensure Board approved Purchasing Policy has been followed. 10. Track State and Federal legislation that applies to local government, assess the likelihood of the legislation passage, inform the Board of any significant impact the legislation would have on the County and make recommendation for action if necessary. 11. Review, comment and make recommendations regarding items placed on Board & Committee agendas. 12. Serves as the parliamentarian to the Board of Commissioners. 13.
