SUMMARY OF DUTIES: The Assistant Vice President, Major Programs, Railyards & Facilities, will lead the development and execution of a $5B+ portfolio of railyards and facilities projects, focused on executing the upgrade or replacement of Maintenance of Equipment and Maintenance of Way facilities in conjunction with Amtrak's programs to renew its fleet and expand maintenance capabilities. These projects include large-scale and long-lived, complex, and cross-departmental infrastructure, that must be rebuilt for the future while maintaining present operations. The Assistant Vice President will develop and direct project execution teams to ensure projects are delivering high quality assets safely and effectively, as well as ensuring the projects stay within the approved scope, schedule, and budget. Critical to the role is the ability to partner with other departments, particularly Planning, Mechanical, Transportation and Infrastructure Maintenance to ensure adequate and timely support is obtained to support the projects. The Assistant Vice President is responsible for project management, support of contracting processes, design management, construction, and commissioning of these assets. This position will also conduct outreach, coordination and collaboration with the Federal Railroad Administration, state partners, Congress and other stakeholders, as necessary. The position reports to the Vice President, Project Delivery Fleet & Facilities; and is based in Philadelphia, PA. ESSENTIAL FUNCTIONS: Leads and executes a $5B+ portfolio of projects to renew fleet facilities and update railyards for future expanded operations and the transition to Continuous Maintenance for the inter-city and long-distance fleets Leads early project development work in collaboration with Planning, Mechanical, Transportation, and Infrastructure Maintenance to ensure railyards and associated facilities are developed in a way that enables future expansion and operations, and are sequenced to support operations through construction Responsible for all aspects of delivering projects once they are approved and funded Leads development and assignment of people and resources to project teams to ensure projects are executed as planned - safely, delivering high quality assets, on time and on budget Leads and develops talent through effective performance management, talent evaluation, and by filling open positions with the appropriate mix of internalpromotions and external recruitment to satisfy near-term performance and longer-term succession needs Leads by direct and/or indirect management the many internal and external resources providing functional and subject matter expertise to the railyards and facilities projects Responsible for the implementation of department policies and procedures related to construction safety, project management, construction management and contractor management, including training and development of sta f to implement new procedures Establishes and maintains internal and external relationships and partnerships required to accomplish goals and objectives of the projects. Coordinates and collaborates with the Federal Railroad Administration, state partners, Congress and other stakeholders, as necessary to support effective project delivery. Develops and maintains required program management artifacts in accordance with Amtrak Program Management standards and applicable regulations MINIMUM QUALIFICATIONS: Bachelor's degree in Engineering, Construction Management, Business or related field with a minimum of 15 years of relevant work experience or any equivalent combination of education and experience Relevant, demonstrated progressive management experience, preferably in the railway transportation industry, leading the development and/or delivery of complex facilities and/or infrastructure Expert level experience in construction project management, engineering and/or construction for operating facilities. Deep understanding of construction industry/market, effective contract management and how to drive progress and project performance. Experience with complex operating facilities, preferably rail or transportation related Experience working in multiple project delivery models (DBB, DB, CMAR, Delivery Partner) and variety of project sizes (range $1M to $250M+) Strong leadership skills, with proven ability to build teams, lead technically, and/or politically challenging projects. Ability to properly structure and resource projects and programs to ensure safe, effective execution. Master of collaboration, team building, and strategic alignment across all levels of both internal and external organizations, while ensuring Amtrak's strategic interests and cost, schedule and scope outcomes are achieved Executive Level Proficiency in Project Management core competencies: scope, schedule, budget, risk, quality, integration, resource management, prioritization, continuous improvement, and communications Executive level oral and written communication skills across all levels of internal and external stakeholder groups. Ability to organize and present executive, board and congressional level reports, proposals, and other related information. Ability to effectively prioritize and execute tasks while under pressure Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project) Must have work authorization in the United States PREFERRED QUALIFICATIONS: Master's Degree in Engineering, Construction Management, Business or related field Experience delivering major and complex facilities and/or infrastructure projects and programs within a railroad operating environment Experience as a Contractor with responsibility for field safety and quality Demonstrated knowledge in applicable railway industry and state and/or federal regulatory requirements, including but not limited to AAR, FRA, EPA, OSHA, etc. PMP Certification in good standing WORK ENVIORNMENT: Office-based position, with frequent field visits to oversee projects Occasionally performs tasks that require standing and/or walking for extended periods of time (e.g., facility/site visits) Frequently resolves problems, with conflicting priorities, in cognitively demanding situations Fast-paced environment, juggling changing/conflicting priorities as part of a large capital organization and operating railroad company Travel up to 50% COMMUNICATIONS AND INTERPERSONAL SKILLS: Must have excellent oral and written communication skills.
