Job Overview NYSERDA seeks a creative, self-motivated Program Manager of Market Development to join the Clean and Resilient Buildings team as part of the Single Family Residential team. The successful candidate will be a key member of the SFR leadership team and will supervise a team of approximately 3-5 staff. This position will help lead the development and implementation of strategies to drive transformational change in New York State supporting the accelerated market adoption of energy efficiency, beneficial electrification, and decarbonization of the residential building sector. The successful candidate will lead the continued evolution and expansion of NYSERDA's residential market development efforts including: Evolving our supply chain development strategy, using deep market insights to identify, create, and deploy high impact market interventions to accelerate the adoption of heat pumps and other clean energy solutions for homes statewide. Maintaining up-to-date market insights and market impact data tracking for heat pumps and other beneficial electrification products and services Collaborating with key market actors at a local, regional, and national level Primary duties include oversight of NYSERDA's clean energy market development activities aimed at accelerating the adoption of clean energy solutions in single family and small multifamily buildings statewide and leading efforts to nurture and leverage key partnerships with market supply chain actors. Working closely with NYSERDA's consumer-focused residential program teams, marketing, and workforce development teams; home improvement contractors across a variety of trades; industry and agency partners; and utilities, this position will oversee the deployment of a variety of innovative initiatives informed by market insights research targeted at overcoming barriers to broad adoption of decarbonization for the residential sector. This position reports to the Director of the Residential Team and can be located in Albany or NYC. Primary Responsibilities Strategic Leadership and Development Lead the development and implementation of a strategic vision to rapidly scale the market prevalence of heat pumps for delivery of heating, cooling, and hot water and other clean energy solutions for residential buildings. Lead market analyses to maintain current and relevant perspectives on supply chain business models, value propositions, current market trends/costs and relationships to inform NYSERDA's program designs and to identify high impact market intervention opportunities. Serve as the SFR Team's liaison to NYSERDA's Workforce Development Team to oversee coordinated development and deployment of workforce and business development activities to build market capacity to deliver clean energy solutions for the residential sector. Establish strategic partnerships and maintain a network of state, regional, and national stakeholders, market participants, trade associations, peer program administrators, policy experts, and other sources of insight to help shape regional and national policies impacting NYSERDA's goals and to inform the design and evolution of NYSERDA's market-enabling solutions. In coordination with the SFR leadership team, identify opportunities and implement strategies to leverage market insights gleaned through Supply Chain activities to support improved delivery of incentive programs for the residential sector. Provide thought leadership and strategy for on-going long term planning efforts related to the existing single family and small multifamily residential market. Represent NYSERDA at technical conferences, public meetings and other forums including interagency and state/federal working groups. Execution and Ongoing Improvement Oversee visioning, prioritization, development and implementation of new initiatives, technical and business resources, and demonstration projects designed to overcome barriers, fill gaps, and expand uptake for market adoption of clean energy solutions in the residential sector. Oversee the continued implementation and expansion of NYSERDA's existing market building efforts including the Clean Heat Connect upstream partners network and the Experience Clean Heat experiential awareness and social media campaign. Oversee the development and implementation of a strategy to increase market capacity to deliver energy efficiency and beneficial electrification services to the residential sector. Evolve and continuously adapt strategies to optimize impact, cost-effectiveness, market value, and efficiency based on market insights, critical program and market data, and timely evaluation Ensure initiatives are built such that they: are easy-to-use and responsive to customers and partners; have effective go-to market strategies; are aligned with market actor value propositions, achieve intended outcomes; maintain operational flexibility needed to evolve; and minimize administrative cost and unnecessary burdens Manage program budgets and provide data and performance reporting for internal and external partners People Leadership and Development Foster and contribute to a culture of excellence grounded in people development, learning, problem solving, and teamwork Develop staff and colleagues to meet NYSERDA's goals and their own professional goals Serve as a mentor and a role model Ability to perform all managerial and supervisory responsibilities with demonstrated experience fostering respect, diversity, equity and inclusion across the workforce. Minimum Qualifications Minimum requirement: Bachelor's degree in a relevant field (energy, environmental policy, engineering, business, construction trades, HVAC, building technology, etc.) and 10 years of experience Preferred requirement: Master's degree and 8 years of experience Experience working directly with residential building trades supply chains (contractors, distributors, manufacturers) including HVAC and insulation trades Demonstrated problem solving ability, an entrepreneurial edge, resourcefulness, adaptability, and an instinct for surfacing value and pragmatic solutions Strong awareness of the needs of disadvantaged communities in the context of residential energy policy and commitment to diversity equity and inclusion (DEI) principles Knowledge of building science, residential building construction, and residential building systems Working knowledge of heat pump technology; technical expertise is a plus. Demonstrated ability to facilitate successful and productive engagement with diverse stakeholders Strategic planning and execution skills Excellent project planning and management, budget management, and organizational skills Excellent writing and communication skills Successful track record with people management and team building, serving as an exceptional manager, coach, mentor, and developer of talent Highest level of communication, diplomacy, and interpersonal skills including the ability to adapt the message to resonate with audiences of diverse backgrounds A relentless work ethic and resolute integrity Additional Qualifications Advanced knowledge of cold climate heat pump technologies Direct experience with business and product development principles Experience with designing and implementing workforce development and/or business development initiatives in the contracting trades Please submit two files, one for your cover letter and another for a resume.
