Job Title- Manager of Safety (NLR) Summary -The Manager of Safety will be responsible for the day-to-day administration, oversight and implementation of the Newark Light Rail safety program. Helps to develop presentation and lesson plans with the Manager of Training to ensure that annual training goals are met. Participates in all Safety Forums that are presented by oversight agencies such as the FTA, NJDOT, and safety related conferences (APTA) as they occur. Conducts the monthly safety review committee meetings and serving as a member of the Configuration Change Committee. Coordinates training for responders and in conducting emergency response exercises. Roles and Responsibilities Responsible for coordination of all aspects of system safety activities for Newark Light Rail, to ensure compliance with regulatory, operational and /or CBA requirements. Prepares and implants system safety and security plan and its supporting documents for LRT operations. The documents must comply with the Federal Transportation Administration (FTA), NJDOT State Safety Oversight Authority, APTA Standards and Recommended Practices for Rail Transit Systems and NJ TRANSIT Guidelines. Prepares and implements safety plans and supporting documents for LRT operations during capital expansion projects. Performs hazard analysis of critical systems of the LRT systems and provides recommendation for their mitigation. Supervises environmental, safety and health activities for the Newark Light Rail system. Coordinates LRT system safety activities with the NJT Office of System Safety, NJDOT State Oversight Authority and APTA to demonstrate compliance at all times. Responsible for implementation of system safety activities during system design integrating NFPA, ADA, OSHA and other applicable requirements into the build, start-up/activation, integrated testing, commissioning and operation and maintenance activities. Performs field safety inspections to verify conformance of field installations with specifications and design. Performs internal system safety audits, and audits of contractors' activities on-site to verify compliance with FTA, SOA, applicable ISO and/or contractual requirements. Prepares and implements the emergency preparedness and response plan for the LRT system that includes planning, protocols, management, emergency response, threat and vulnerability reduction and resolution. Conducts regular system safety meetings with LRT senior staff; works closely with the Manager of Training at NLR to help in the development of lesson plans. Conducts regular fire/life safety meetings with emergency responders; performs emergency response exercises. Develops and institutes corrective action plans to address unsafe conditions. Performs accident investigations and analyses of major transportation incidents. This Position Supervises: Manager of Training Education, Experience and Qualifications: Minimum: Bachelor's Degree Engineering, Occupational or Industrial Safety, Construction Management or related field and four (4) years of experience in managing System Safety. One year of closely related experience can be substituted for each year of education required Preferred: Eight (8) years of experience in managing System Safety. Eight (8) years applied experience in system safety related activities for all phases of light rail and/or rail systems that include design, construction, start-up, operations and maintenance, and quality assurance in a Rail operating environment. Knowledge and Skills: Essential: Knowledge of FTA, NJDOT State Safety Oversight requirements for Fixed Guideway Transit Systems. Excellent computer software skills and ability to use MS Office Suite.
