This position will serve as the 4-H Camp Overlook Program Director for Cornell Cooperative Extension Association of Franklin County and will lead the development and implementation of educational programing at 4-H Camp Overlook, which is owned and operated by Cornell Cooperative Extension of Franklin County and Cornell Cooperative Extension of St. Lawrence County. This position will be instrumental in the transition of this well-established seasonal camp facility into a year-round educational center with an emphasis on environmental science, adventure education and experiential learning. Primary responsibilities will include, but are not limited to: leading the development, coordination and implementation of all educational programs; management of administrative functions; recruitment of schools, visiting groups, and campers; and supervision of seasonal instructors and designated summer camp staff. This position will be responsible for the overall management of 4-H Camp Overlook to include financial management and facilities operations as well as ensuring that 4-H Camp Overlook is in compliance with New York State Department of Health regulations and is specifically responsible for personnel management, program development and health and safety management. This position will also coordinate all administrative aspects with marketing and fundraising efforts for 4-H Camp Overlook programming. The annual salary for this position is $58,458.40. This position, based on eligibility, offers a comprehensive benefit package, to include: health and dental insurance, retirement, vacation, sick and personal leave. POSITION INFORMATION: Required Qualifications: Master's Degree. Two (2) years volunteer or related work experience. Valid NYS Driver License and the ability to meet travel requirements associated with this position. Ability to work a flexible work schedule, including nights and weekends, and during seasonal programs as required. Ability to meet the essential physical requirements of this position, to include but not limited to: working in an outdoor environment, providing outdoor education and ropes course activities. Ability and willingness to obtain desirable experience and certifications if needed, to include but not limited to: leadership in a residential summer camp and/or outdoor learning center; ropes course instructor certification, training in relevant environment curriculum (i.e. Project Wet, Project Wild, or Project Learning Tree), wilderness trip leading experience, waterfront certification, waterfront experience, Red Cross water safety instructor and responding to emergencies. Preferred Qualifications: Coursework in education highly preferred. Experience in youth development, experiential education, outdoor education, environmental education, or other related field. Demonstrated ability and familiarity with residential summer camps, experiential education, low and high ropes courses, and/or environmental science. Demonstrated skills in supervision and management. Demonstrate ability to organize and motivate staff and volunteers. Demonstrated ability to write curriculum and experience in program development. Demonstrated ability to coordinate budgets, grants and marketing for educational programs. Demonstrated ability to initiate, plan, organize, implement, teach and evaluate informal educational programs through a variety of delivery methods to reach individuals and groups. Demonstrated ability to function as a team member working with volunteers and staff. Demonstrated ability to organize reference materials for programming purposes. Demonstrated ability to relate to diverse audiences. Demonstrated ability to communicate effectively through oral, written and visual means. Program Responsibilities: Assessment - 10% Lead the development of program needs assessment for 4-H Camp Overlook Program offerings. Lead the application of subject matter knowledge to conduct youth, parent, leader, and community-based needs assessments. Analyze 4-H Youth Development Program needs for 4-H Camp Overlook program participants, taking note of traditional as well as emerging opportunities, especially in animal sciences, STEM, public speaking, and leadership, and make recommendations for programmatic offerings, enhancements and/or improvements. Utilize evaluation findings to modify 4-H Camp Overlook educational programs, and redirect educational programs as needed. Maintain direct linkage with Cornell University faculty and program units, as well as other Land Grant Universities for program assessment guidance. Ensure program assessment is aligned with the statewide Plan of Work. Development - 10% Lead the application and apply a high level of disciplinary subject matter knowledge to develop educational strategies for 4-H Camp Overlook programming efforts. Lead the development of innovative educational programs. Research, identify, select existing educational and community resources and identify additional resources required for new programs and initiatives at 4-H Camp Overlook. Lead the development of program materials to meet the needs of program participants. Interpret Association program direction to create educational programs for 4-H Camp Overlook. Ensure program development is within the scope of the statewide Plan of Work. Structure programs to meet the need of diverse 4-H Camp Overlook program participants Utilize the 4-H Camp Overlook Camp Advisory Committee to ensure that stakeholders are engaged in the program development process. Delivery - 10% Lead the application of subject matter expertise to create innovative lesson plans to deliver educational programs at 4-H Camp Overlook. Occasionally teach the existing educational program as defined. Occasionally teach innovative educational programs at 4-H Camp Overlook with discretion. Establish and maintain a curricula library for 4-H Camp Overlook Occasionally teach educational programs with discretion for visiting school and community groups including adventure-based learning, environmental education and outdoor skills classes. Occasionally teach off-site school enrichment programs with discretion and 4-H activities that will later bolster program participation at 4-H Camp Overlook. Occasionally teach program workshops and various other trainings to seasonal 4-H Camp Overlook Program staff and volunteers. Work to foster acceptance of the 4-H Camp Overlook Program, methods, and policies while addressing community and individual needs and considering diverse audiences. Provide 4-H Camp Overlook educational program efforts via mass media. Serve as subject matter expert in 4-H Youth Development to staff, clientele and other groups as they are identified. Represent Cornell Cooperative Extension and 4-H Camp Overlook before the public, community leaders, government officials, Cornell or other land grant universities as part of program delivery. Maintain direct linkage with Cornell University faculty and program units for program delivery guidance. Conduct educational programs to impact audiences by utilizing a variety of educational methodologies. Ensure program delivery is within the scope of the statewide Plan of Work Lead team efforts and cooperate with the entire Association and 4-H Camp Overlook Program staff to achieve Association programmatic delivery goals. Evaluation - 10% Lead the application of subject matter knowledge to create evaluation framework and evaluation tools. Design program evaluation framework and implement the program evaluation process. Analyze collected program evaluation data. Interpret evaluation data to constituencies as appropriate. Maintain direct linkage with Cornell University faculty and program units, as well as other Land Grant Universities as needed for program evaluation guidance. Ensure program evaluation is within the scope of the statewide Plan of Work. Administrative Responsibilities: Direction - 20% Provide leadership in the development of educational strategies to meet the needs of 4-H Camp Overlook program participants. Provide leadership for the development of 4-H Camp Overlook's long range planning process involving the Executive Director, Camp Advisory Committee and other key players as appropriate. Provide leadership and direction to Association staff (with input from appropriate CCE State Specialists) to develop programmatic and operational strategies for 4-H Camp Overlook that address the needs of local youth and maximize the use of 4-H Camp Overlook. Provide leadership in interpreting University program direction to plan educational programs, and draw on Cornell program resources, research and recommendations in the selection and development of program materials and activities. Provide leadership in the planning of educational programs at 4-H Camp Overlook by interpreting Association and Cornell University program direction. Provide leadership and planning in the development of the 4-H Camp Overlook Program budget based on program feasibility needs. Provide leadership and planning in the development of an effective strategic marketing and communications plan for the 4-H Camp Overlook Program. Management - 25% Provide leadership for the implementation of 4-H Camp Overlook's long range planning process involving the Executive Director, Camp Advisory Committee and other key players as appropriate. Manage and provide leadership oversight to ensure that the content of 4-H Camp Overlook programs conform to research base, policies and objectives of the Association. Solve problems and resolve conflicts that arise at 4-H Camp Overlook and in all programs associated with 4-H Camp Overlook utilizing appropriate policies and procedures. Provide complex administrative tasks in guiding the implementation of the program budget, to include: providing management and oversight of the budget (operating income and expenses) to ensure the program is within established parameters. Manage allocation of financial resources to accomplish 4-H Camp Overlook programming objectives. Provide management, supervision and guidance to the 4-H Camp Overlook program staff and volunteers per established policies and procedures. Provide management, supervision and guidance in accordance with established policies, procedures and protocol, to the 4-H Camp Overlook maintenance staff as they conduct day-to-day operations and carry out 2 and 5 year maintenance plans. Provide management, supervision and guidance in accordance with established policies, procedures and protocol to administrative staff. Provide management and oversight of all aspects of health, safety, and risk management of all programs and related facilities for 4-H Camp Overlook. Provide leadership and direction for operating variances. Coordination/Operation - 10% Coordinate meetings and the involvement of the 4-H Camp Overlook Camp Advisory Committee in programming efforts. Coordinate employment, training and scheduling of 4-H Camp Overlook seasonal program staff. Compile already-existing resources into educational program materials. Implement established program schedule at 4-H Camp Overlook. Collect program evaluation and program needs assessment data based on existing framework. Assist in coordinating the program implementation, planning and activities efforts for 4-H Camp Overlook. Represent the 4-H Camp Overlook Program and Cornell Cooperative Extension at community functions, meetings or events as appropriate. Coordinate and submit appropriate grant or other funding proposals, including financial documentation that may be required. Contribute to the fulfillment of reporting requirements for all relevant grants and contracts within established timeframes. Complete quarterly financial statements. This position may require the transport of program participants and/or program materials and resources in performing position responsibilities. Professional Improvement and Other Duties as Assigned - 5% In cooperation with the Association Executive Director, jointly develop and pursue a professional development plan as a means to increase competencies relative to position accountabilities and to address changes in programming and association priorities. Collaborate in activities that are in general support of Cornell Cooperative Extension including but not limited to attendance at staff meetings, timely reporting of expenses, working with other staff, general marketing of Extension programs and other duties as assigned. Participate in on-going professional development opportunities, such as: the ACA annual camp conference, 4-H state and district meetings and other necessary trainings and certification workshops.
