Summary There is a vacancy for the position of Assistant/Associate Counsel at the Supervisor of Shipbuilding, Conversion, and Repair, Bath (SUPSHIP Bath). This new position is located in Marinette, Wisconsin. The successful candidate will be expected to provide legal advice and representation in the areas of government contract law, civilian personnel and labor law, and fiscal law but may also be expected to provide legal services in other OGC practice areas. Responsibilities You will provide legal advice on government contract, personnel and fiscal law matters. You will review, draft, and interpret contract language and other contractual documents as necessary in order to provide legal advice to clients and members of staff. You will work with contractor representatives regarding the Government's responsibility as well as the legal propriety and validity of a proposed action. You will draft and review documents associated with personnel and labor relations. You will be required to defend cases before the Armed Services Board of Contracted Appeals (ASBCA), Merit Systems Protection Board (MSPB), and Equal Employment Opportunities Commission (EEOC). Requirements Conditions of Employment Qualifications The position has a full performance level of HN-IV and will be filled at the NH-IV level (GS 14 or 15 equivalent). To be selected at the GS-14 equivalent level, the successful candidate must have a minimum of three and one-half years of experience of relevant legal experience with substantial experience in the area of acquisition law. For selection at the GS-15 equivalent level, the successful applicant must have at least five and a half years of relevant legal experience with substantial experience in acquisition law, and familiarity with other practice areas cited above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education The successful candidate must have graduated from a law school accredited by the American Bar Association, be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia, and be admitted to practice before a state or federal court. Additional Information Continued from Marketing Message Section: The SUPSHIP BATH'S Office of Counsel is a field office within the Office of Counsel, Naval Sea Systems Command (NAVSEA) and is part of the DON OGC. NAVSEA is responsible for the development, acquisition, and maintenance of ships, shipboard systems and ordnance for the DON, with an annual budget of over $40 billion and a workforce of roughly 86,000 military and civilian personnel. The NAVSEA Office of Counsel has over 160 lawyers located at the Washington Navy Yard Headquarters and in 23 field offices throughout the United States and Europe. The SUPSHIP Bath Office of Counsel employs a Counsel, two assistant/associate counsels (one of which is the new billet covered by this announcement), and a paralegal. This office has a varied workload covering the full range of the DON OGC's practice. Additionally, the Office of Counsel is responsible for coordination between SUPSHIP Bath and the Department of Justice (DOJ), including the U.S. Attorney's Office, concerning litigation or other legal matters involving SUPSHIP Bath.
