Job Summary Provide consultative technical, analytical and functional support in the area of contract management for the OH/UG Lines, Electric Service, Project Management, Project Controls, Construction Management and Vegetation Management processes for the Long Island T&D Operations Organization. Job Responsibilities Leads interdisciplinary team to achieve results on major Contracts Management initiatives and function such as Foreign Crew Management, Storm preparation contracts negotiations, etc. Recognized as and acts as the technical lead for Contract Management organization supporting development of Contract Management employee's expertise. The expert for organization on technical matters supporting all internal and external organizations such as Project Management, Procurement, Legal, Tax, Enterprise Risk Management, Corporate Properties, Survey & Mapping and LIPA. Responsible for forecasting, managing, scheduling, monitoring and analyzing contractor activities in respective division. Develops from design specification, the bid documents and strategy for Not to Exceed (NTE) and Lump Sum Projects. Manages and negotiates NTE prices with Contractors. Participate or lead project mtgs. and field visits at proposed construction sites. Uses judgment and experience to evaluate contractor work and invoice requests, negotiates invoice discrepancies with contractors. Obtains saving to company by eliminating unsubstantiated charges. Advises Long Island T&D Operation's leadership on contracting strategies to cost effectively meet operational needs. Analyze PO spending and provide insights and recommendations to leadership to enhance contractor utilization. Interacts, communicates and champions process and information transfer to maximize implementation of improvement opportunities. Leads end to end contract management process with Procurement and Operations from early involvement with developing the scope of work, RFP process, contract negotiation, contract award, contract maintenance, through contract closeout. Analyze data to support contractor/vendor evaluation. Provide reports, data and subject matter expertise to VP-Electric Operations and Finance organization on accruals; cost projections, storm data and other contractor related financial data. Ensure accurate and timely corrective actions are taken in direct response to customer inquiries and complaints. Job Specific Qualifications Required: BS/BA Degree with a minimum of 5 years utility or construction contracts experience In lieu of Degree a minimum of 10 years utility or construction contracts experience Working knowledge of project and contract mangement principles and practices, inclusing financial, cost mangement, contract law, scheduling and cost control techniques.ncial, cost management, contract law, scheduling and cost control techniques. Demonstrated analytical ability Knowledge and experience with electric transmission and distribution systems Experience in interpreting electrical or civil construction drawings Must have effective oral, written communication and interpersonal skills Demonstrated ability to effectively interact with external constituent groups and customers Extensive experience in leading negotiations to achieve results Broad experience leading intra-discipline teams Experience with ERP systems (e.g., Ariba, Catalyst etc) aproficient with Microsoft Office Suite, especially Excel, Power Point and Word A valid US drivers' license with a safe and satisfactory driving history Desired: Certified Contract Professional Manager (CCPM) Project Management Training or Professional Certification (PMP) Lean Six Sigma Certification Experience with project management document management software applications Minimum Years of Experience 5 years of experience Education Bachelors Certifications Disclaimer Certain positions at the Company may require you to have access to Part 810-Controlled Information.
