Job Description The Home Care Services Program (HCSP) is a Medicaid funded program that provides long term care to medically fragile and vulnerable individuals who require assistance with activities of daily living through the Community Alternative Systems Agency (CASA), Managed Long Term Care (MLTC) Program, the Assisted Living Program, Care at Home Program and Homebound Medicaid. The Medicaid Eligibility Unit is responsible for the Medicaid eligibility review and processing of initial applications, change actions, and renewals for all Medicaid funded long term care programs. This unit is responsible for the processing of Medicaid eligibility for consumers who receive services through one of the HCSP programs. Home Care Services Program (HCSP) is recruiting for one (1) Accountant II, to function as an Audit Reviewer in the Home Care Contract Management Services Unit, who will: Review audit reports for accuracy and compliance with prescribed audit guidelines, refer significant findings to the appropriate constituent agency. Review budget modifications and amended CPA reports relative to cost questioned in previous audit reports. Advise constituent agencies of matter involving questioned costs; maintenance of questioned cost control register and tickler control in connection with unresolved questioned costs; prepare report detailing questioned costs. Maintain active liaison with constituent agencies and Office of Contract Agency Finance relative to the accountability process and technical audit matters. Interface with CPA firms to ensure correct resolution of audit discrepancies, review requests for extension of contractual termination dates. Prepare authorization for payments. Perform initial audit report desk reviews. Participate in exit conferences. Perform other related assigned duties. Qualifications A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA), including or supplemented by 24 semester credits in accounting, including one course each in advanced accounting and auditing; or A valid New York State Certified Public Accountant license. To be eligible for placement in Assignment Level II individuals must have, in addition to meeting the minimum requirements, at least one year of experience as an Accountant - Assignment Level I or at least two years of satisfactory full-time professional accounting or auditing experience.
