Job Description Salary: $140,000-$155,000 The Mayor's Office of Contract Services (MOCS) is a New York City oversight and service agency that manages procurement citywide, from planning and release of agency solicitations to payment of vendors. Annually, agencies procure billions in products and services from a diverse pool of vendors that represent various industries. MOCS therefore aims to ensure that the procurement process remains fair, transparent, efficient and cost-effective. MOCS makes it easier to do business through use of end-to-end technology tools, increases transparency by publication of enriched data and hosting public hearings, and strengthens procurement operations by providing direct assistance and resources to all stakeholders. MOCS also partners with agencies and vendors to identify areas for policy reform, resulting in ongoing process improvement to reduce administrative burdens and increase the positive impact of services on communities. The MOCS Director serves as the City Chief Procurement Officer. ASSOCIATE DIRECTOR, REPORTING & ANALYTICS All managers are expected to deliver timely and quality work products and services, participate in ongoing improvement activities, proactively deepen their knowledge of procurement and government operations. Managers must serve as principal ambassadors for the organization and are expected to handle confidential matters. promote established priorities, deescalate conflict, and proactively escalate issues along with proposed solutions. Associate Directors function as members of the agency's senior staff, guide the agency's overall direction, share responsibility for coordinating joint projects with peers, have significant latitude for decision-making within divisions, and contribute to initiatives of agency or citywide significance. This position will report to an executive team member and be responsible for leading multiple projects involving MOCS senior staff and agency and industry leaders, including small nonprofits and Minority Women-owned Business Enterprises (M/WBEs). The successful candidate will focus on ensuring the successful implementation of our procurement data warehouse, business intelligence and Procurement and Strategic Souring Portal (PASSPort) procurement application solutions. The Associate Director must ensure MOCS strategy aligns with the enterprise data management and analytics best practices through their own technical solutioning prowess and adept business understanding. This position requires a detailed-oriented, technically savvy manager who will work closely with MOCS business and data teams on the analysis and design of technical solutions focused on reporting and analytics. The Associate Director will design and oversee implementation of lightweight solutions whether for one-time reports or to improve existing dashboards. A combination of attitude and aptitude, this job requires an intelligent leader who enjoys rolling up their sleeves to support the team. Responsibilities: Establish and foster strong relationships with a broad audience of stakeholders, representing MOCS at public events and leading sessions to inform design and implementation of initiatives; Function as a PASSPort and procurement subject matter expert and advisor, assisting agencies with procurement planning, strategic sourcing and financial transaction management; Partner with business, service, and system integration teams to confirm understanding of business needs and strategy to propose relevant technical and operational solutions; Manage an evolving portfolio of projects and ad hoc assignments, directly executing tasks or marshalling resources to ensure success; Lead team of reporting and data analysts to leverage industry standards around data-oriented solutions; Understand data governance standards and implement appropriate auditing and testing practices that adhere to these standards; Contribute to the design, development, and test of data integrations and engineering for a procurement data warehouse and business intelligence solution; Standardize existing reports for the MWBE program, Food Policy, and other legal reports in the Annual Indicators Report an annual report on procurement in the City of New York; Develop key metrics for success, analyze complex data sets and establish tools to monitor progress and impact. Implement knowledge transfer activities to onboard team members and partners; Liaise with administrative teams to address human resources or other operational matters; Engage in ongoing professional development to strengthen skills and increase knowledge in relevant areas of procurement, technology, government operations, public policy and people and change management; and Applicants must be familiar with the following environments and applications: IBM Cognos, Oracle BIEE, Ivalua, Oracle 11g and 12c, RH Linux, AWS (S3 + Redshift), MS Azure, MS PowerBI, MS Access, SQL Server, EMC & Documentum, Opera, Informatica, SAML/SSO. Residency Requirement New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
