This position is a crucial component of the Division's leadership team by providing legal guidance on division-wide subject matter and developing and implementing legal strategies in alignment with the Division's Strategic Plan. Oversee the prosecution counsel contracts for the Division. Provide general counsel to the Boards and Commissions. Provide legal advice to the Division Administrator & staff with legal matters pertaining to the Division & Board's statutory responsibilities. Provide daily support to management operations in regards to employment law matters, contracting & general legal questions from the public. Provide regular presentations to Boards and Commissions related to public meeting laws and their duties and responsibilities. Review and provide comments on draft legislation, rules, and policies. Assist in scheduling back up when needed for attorney coverage in meetings. Present information to DOPL leadership via email, conversations, and in-person or virtual presentations. Research legal information related to the Division and it's Boards as needed. Supervise general counsel attorneys, contracts officer, prelitigation staff, and other legal staff as necessary. Work directly with the Board Chairs, legal counsel, Executive Officers, and others to ensure appropriate board meeting content, trouble shoot issues Minimum Qualifications: Current member in good standing of the Idaho State Bar. Considerable knowledge of trial procedure; rules of evidence. Good knowledge of principles and practices of administrative law. Experience: conducting legal research and drawing legal conclusions; presenting oral argument before a court or hearing officer; negotiating legal settlements; eliciting information from a wide variety of individuals including hostile witnesses. Preferred Qualifications: Experience or strong knowledge of supervisory practices, in addition to the four Minimum Qualifications listed above.
