Overview The Project Specialist responsible for utilizing work management systems to perform long term and short planning of work for Protective Systems Testing (PST) regional departments and ensure plan is in line with the operational resources of the assigned areas to achieve objectives in a timely, cost effective and safe manner. The incumbent will work closely with, Project Managers, Project Engineers, Planners and Supervisors to coordinate and sequence capital and O&M work plans and schedules. The incumbent will also be responsible for reviewing engineering design packages, entering outage requests, and acting as liaison between PST and System Operations to ensure timely completion of work. In addition, the incumbent will be responsible for providing the leadership needed to ensure compliance with all regulatory standards and procedures, ensuring required tests are performed safely, efficiently, and correctly, and reviewing test results for routine work, trouble work, and capital work on the newly commissioned or repaired equipment and systems which are essential to the integrity and reliability of the electric system. Must be familiar with protective relay systems, operation and maintenance of protective relay systems, operation of transmission and distribution equipment, electrical testing of protective relays and supervisory and control systems and communication lines and systems. Must possess excellent computer and literary skills to include working with MS Office, Drawing Database System, Work Management Systems, and Outage Scheduling System. Must possess excellent verbal and written communication skills. Must work as a team player to ensure the success of collective goals. Prior Supervisory experience preferredResponsibilities Core Responsibilities Understand NERC PRC and CIP standards as well as internal PST procedures and instructions. Track and ensure compliance with regulatory standards and procedures. Perform long term and short term planning of regional departments and ensure plan is in line with the operational resources of the assigned areas to achieve objectives in a timely, cost effective and safe manner. Ensure alignment between scheduled work and available resources. Review engineering design packages for capital projects and interface with engineering to provide feedback and possible design improvements. Develop and submit outage requests prescribing the required protection to safely accomplish the planned work on time. Work closely with Project Managers, Project Engineers, and Planners to coordinate and sequence capital and O&M work plans and schedules. Work closely with PST Supervisors to provide guidance and mentoring to allow employees to reach their full potential. Communicate and ensure compliance with applicable Company, Department and Government safety, environmental and test procedures. Track, communicate, and ensure the successful pursuit and achievement of the Corporate and Department goals and applicable performance indicators. Establish and maintain all office files, test data, and reports in accordance with Company and Department standards. Integrate Human Performance Improvement (HPI) tools into work plans. Utilize various computerized systems to improve the efficiency and reporting of all facets of the day to day operations. Track Capital and O&M hours to stay within budgeted hours. Plan, schedule, coordinate, and review required compliance testing data including relay calibrations, trip checks, etc. Attend department meetings and disseminate information to required parties including changes to procedures, project schedules, etc. and ensure consistent implementation of any changes throughout different department sections. Submit outage requests and coordinate and negotiate approvals with System Operations, Substation Operations, Electric Operations, and external interconnected utilities. Attend NATF System Protection Practices meetings. Ensure the timely, accurate and well-documented submittal of data to NPCC, as required to address compliance requirements and reviews. Participate in on-site, off-site and spot check audits. Manage regional PST areas in matters of PRC compliance. Provide guidance and instruction on performing necessary field activities to meet PRC compliance requirements. Interface with designated organizations and departments at O&R and CECONY, and with service vendors and contractors, to achieve sustainable compliance with NERC PRC and CIP requirements. Create and give presentations as needed. Perform other related tasks and assignments as required.Qualifications Required Education/Experience Associate's Degree Electrical Technology, Electrical Engineering Technology, Electromechanical Engineering Technology, Electronics Technology, Energy Technology, Telecommunication Technology or related degree and 6 years of work experience with relay protection systems or related experience required or Bachelor's Degree Engineering or related degree and 4 years of work experience with relay protection systems or related experience required Relevant Work Experience 2 years Prior Supervisory Experience Preferred Skills And Abilities Demonstrated problem solving skills Effective interpersonal skills Strong written and verbal communication skills Well organized, detail oriented and flexible to handle multiple assignments Possesses strong technical aptitude TechnicalQuickly troublseshoots and resolves problems Licenses And Certfications Driver's License Required Additional Physical Demands Must be able to respond to Company emergencies by performing a System Emergency Assignment to restore service to our customers.
