The Research Foundation for Mental Hygiene, Inc.(RFMH) is seeking to fill one (1) hourly (20 hours/week) Project Administrator position. The Office for People with Developmental Disabilities (OPWDD) requires a Project Administrator in the Division of Quality Improvement (DQI) to coordinate agency efforts to implement federal Centers for Medicare and Medicaid (CMS) requirements of both existing Home and Community Based Services (HCBS) Waiver measures and the recently adopted Access Rule. States must comply with the requirements of the Access Rule over the next three to five years. The Project Administrator will also coordinate OPWDD's systemwide abuse prevention initiative based on lessons learned and data available through OPWDD information technology systems and with the engagement of key stakeholders. The successful candidate must demonstrate proficiency with Microsoft products, including Outlook and Office (Word, Excel, etc.). Minimum Qualifications: Minimally meet one of the following education and experience requirements: Possess a bachelor's degree or higher in a mental hygiene discipline (e.g., occupational therapy, physical therapy, social work, speech pathology and audiology, psychology, recreation, rehabilitation counseling, education, or nursing); hospital administration; business administration; or public administration AND demonstrate at least five years of progressively responsible administrative, management, or supervisory experience in a human services organization. OR absent a college degree, 9 years of progressively responsible administrative, management, and supervisory experience in an organization whose purpose is to serve the needs of people with intellectual and developmental disabilities. This experience must be at a leadership level with broad policy-influencing responsibility for fiscal and/or program administration. Preferred Qualifications Demonstrated ability to plan and execute strategic decisions, implement critical management and business practices on a statewide basis, and deliver successful outcomes. Experience with the developmental disabilities service system in New York State and knowledge of public and/or private sector programs and services, as well as a practical understanding of OPWDD's governing federal authorities (Home and Community Based Services Waiver and State Plan), the federal Access Rule and its applicability to OPWDD, New York State regulations, program certification, incident management and quality improvement processes. Knowledge of technology applications as a business owner including design and implementation. Documented familiarity and experience with OPWDD's information technology applications, as well as that of the NYS Justice Center's VPCR.
