Summary Serves as the Chief of the Technology Transfer Office at the John Glenn Research Center (GRC) responsible for leading the technology transfer efforts at GRC, including assessment of the commercial potential of new aerospace technologies. Plays a key role in enabling the execution of partnership opportunities to support economic development and making innovations developed for exploration and discovery broadly available to the public, maximizing the benefit to the nation. Responsibilities Establishes and maintains relationships with industry, government, and other related groups or partners to exchange information, facilitate cooperative relationships, and maximize the nation's benefit from technology transfer and commercialization. Provides technical insight into the development and management of policies and procedures concerning the overall management of the Center's technology transfer portfolio and partnership agreements. Encourages a customer-focused technology transfer culture and promotes collaboration within NASA centers; produces high customer satisfaction, benefiting GRC and NASA, and supporting mission goals and partnerships. Leads effectively in diverse, cross-organizational, and uncertain environments; shares and demonstrates best practices and lessons learned with colleagues and stakeholders. Manages projects and resources, ensuring cost, schedule, and technical requirements are met, while collaborating with a multi-disciplinary team to advance projects and technical methods. Identifies and manages resolution of technical problems and issues related to technology and expertise being transferred; in addition to resolution of business-related issues associated with partnerships and/or collaboration. Develops leadership in others through coaching, mentoring, and guiding. Effectively builds consensus and inspires team members/colleagues toward goal. Performs a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees. Requirements Conditions of Employment Qualifications In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above. NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement. To qualify at the GS-15 level, you must have one year of directly related specialized experience equivalent to the GS-14 level: Integrating and working with appropriate technical, administrative, and support entities within an organization to facilitate and manage partnerships that support organizational strategies and partner requirements; Managing projects and resources, including monitoring and assuring costs, schedules, and technical requirements are met, and communicating to stakeholders project goals and requirements; Working with a multi-disciplinary team of experts and providing recommendations for advancing projects, programs or technical methods. Education Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following: a) Engineering from a college or university that has ABET accredited engineering programs b) Physical Science, Mathematics, Life Science or other field of Science c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations. If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above. Degrees in engineering technology are not considered qualifying for this position.
