The Department of Technology, Management and Budget supports the business operations of state agencies through a variety of services, including building management and maintenance, information technology, centralized contracting and procurement, budget and financial management, space planning and leasing, construction management, motor vehicle fleet operations, and oversight of the state retirement systems. This position is with the Agency Services area of DTMB. This ITPA-12 position will serve as a Senior Business Analyst within the Department of Technology, Management and Budget (DTMB) Agency Services for the Department of Health and Human Services (DHHS). This position will provide technical support for MDHHS staff for Medicaid Applications. This position will be responsible for supporting MDHHS staff, working as a Liaison between Agency Services and other areas within DTMB and the vendor partners, to ensure a smooth migration and implementation, and to support these areas after implementation. The State of Michigan is not able to offer employment to out of-state applicants that do not plan to relocate. The Department of Technology Management and Budget currently offers a hybrid work option which requires two days working on-site at the official work location and three days of remote work per week. SIGNING BONUS: This position may be eligible for a sign-on bonus up to $2,500. Up to $1,250 to be paid upon new hire and the remainder to be paid after satisfactory completion of the initial probationary period (12-month period). This does not apply to current state employees. Knowledge of PC software such as Java, .Net, Oracle database, Discoverer, and SQL database. Knowledge of the fundamental concepts and operating principles of data communications and data processing hardware and software. Knowledge of computer programming, data modeling, and object-oriented programming procedures and techniques. Knowledge of application development environments and related tools. Ability to prepare detailed written instructions and documentation. Ability to analyze instructions and data. Ability to gather and analyze facts, defines problems, and devises solutions. Ability to effectively make oral and written reports and presentations and prepare clear and concise graphs and charts.
