This position is part of the National Institute of Standards (NIST) Professional Research Experience (PREP) program. NIST recognizes that its research staff may wish to collaborate with researchers at academic institutions on specific projects of mutual interest, thus requires that such institutions must be the recipient of a PREP award. The PREP program requires staff from a wide range of backgrounds to work on scientific research in many areas. Employees in this position will perform technical work that underpins the scientific research of the collaboration. The senior researcher will play a critical role in advancing the work completed in NIST's framework for lifelines functional recovery performance (NIST SP 1310 and 1311). These documents are the cornerstone of the next stage in NIST's commitment to national natural hazards risk reduction through the enhanced performance of the built environment, also called functional recovery. The researcher will help NIST to implement the framework by gathering data, developing relationships, analyzing best practices and paths forward, and developing summary documents/reports. Key responsibilities will include but are not limited to: Disseminating information about the Lifelines Functional Recovery Framework via meetings with NIST personnel as well as external stakeholders. Receiving and documenting feedback on the Framework. Seeking new data and information about best practices for implementing lifelines functional recovery. Building relationships and collaborative opportunities with critical lifeline owner/operators to share data and information that could help with future development of the lifeline framework. Draft plans for an implementation strategy to test case study applications of the Lifelines Functional Recovery framework. Ph.D. and P.E. degrees in Engineering 15 years of relevant experience. Familiarity with critical utilities infrastructure systems (water, wastewater, or electric power). Experience with lifeline risk reduction collaboration and inter-organizational initiatives. Proficiency in technical writing and presentations to engineering audiences. Please include the following below: C.V. PREP is a 5-year cooperative agreement between NIST laboratories and participating PREP Universities to establish a collaborative research relationship between NIST and U.S. institutions of higher education in the following disciplines including (but may not be limited to) biochemistry, biological sciences, chemistry, computer science, engineering, electronics, materials science, mathematics, nanoscale science, neutron science, physical science, physics, and statistics. This collection of information is needed to facilitate administrative functions of the PREP Program. Routine Uses: NIST will use the information collected to perform the requisite reviews of the applications to determine eligibility, and to meet programmatic requirements.
