Qualified candidates for this job must be eligible to obtain a Secret clearance.The Proposal Manager will manage the planning, creation, and delivery of proposals, and will ensure that those proposals are complaint and compelling. Successful candidates will be motivated self-starters with the initiative and aptitude to work under minimal direction and work constructively with a technically diverse team.ROLE RESPONSIBILTIES Manage all activities involved in the development and revision of proposals, ensuring a compliant and compelling response. Write (and lead other writers) to achieve a compliant, persuasive, customer-focused proposal; interview subject matter experts (SMEs) and program staff, and create new content from the interviews and/or data calls.Align data call responses and other contributor input within a proposal.Lead Request for Proposal (RFP) and pre-RFP activities, develop compliance matrices, outlines, and schedules; organize resources, review RFPs, and ensure compliance. Plan, strategize, and position proposals including development of win themes, best value propositions, discriminators, and graphics. Lead proposal strategy development and maintain proposal artifacts.Lead multi-discipline proposal teams and provide one-on-one guidance, as necessary.Develop color review drafts, lead color reviews, and resolve reviewer input. Resolve all reviewer input by directly answering/writing to non-technical comments and seeking direction on technical/program topics. Document resolution of all review input.Ensure consistent branding and style and create the bid convention style sheet for each opportunity.Counsel and serve as main resource on all matters of a proposal nature.Participate in the preparation and submittal of Requests for Information (RFI), Sources Sought, RFP, Interchange Notice (IN), Evaluation Notice (EN), and other proposals and strategic documents.Adhere to proposal policies, procedures, methods, operating practices, and functional performance standards to facilitate effective implementation within program objectives and requirements.REQUIRED QUALIFICATIONSMust be proficient in using different technologies such as computers and other tools and systems pertinent to the position.Ability to coordinate varied assignments for experienced professionals who exercise latitude and independence in their assignmentsAbility to plan, conduct, and supervise assignments for multiple projectsAbility to communicate well, organize work product and projects, and adapt to changes in schedule and scopeAbility to write, edit, and review technical contentAbility to maintain configuration management of all proposal artifactsAbility to perform research and present data in a compelling mannerExpertise with MS Office suite (Word, Excel, PowerPoint, Teams) and Adobe Acrobat.Bachelor's (or equivalent) with at least 5 years of experience in proposal developmentAbility to obtain and maintain a DOD Secret clearanceExperienced with Shipley business development processKnowledge of CRM tools (VTiger)Expert knowledge of US Federal Government acquisition and proposal processTRAVEL REQUIREMENTSIn some occasions, overnight travel may be required.PHYSICAL ENVIRONMENT AND WORKING CONDITIONSCambridge International Systems complies with Temporary Duty Station (TDY)/Outside Continental United States (OCONUS) vaccination requirements.
