Lynker is seeking a talented Fisheries Data Analyst, with a knack for customer service, to support NOAAs,Southeast For-Hire Integrated Electronic Reporting (SEFHIER) program. The SEFHIER program uses electronic reporting to collect data on catch and effort from all South Atlantic for-hire vessels (~2,000) with federal for-hire permits, for coastal migratory pelagics, dolphin-wahoo, and snapper-grouper. As a Data Analyst, you will provide professional and scientific services for NOAAs Southeast Regional Office (SERO); Sustainable Fisheries Division (SFD), to support the Southeast For-Hire Integrated Electronic Reporting (SEFHIER) program, provide analyses for fisheries management actions, design new approaches for data collection surveys, as well as compile and distribute data to provide quality information for fisheries management. You will analyze this data with the understanding that we want to increase accuracy, timeliness, and reliability of the data collected, to fulfill the needs of NOAAs stock assessments and provide a scientific basis for their management evaluations, of the Federal for-hire fishery.Duties of the Fisheries Data Analyst will include the following:Use R code on Fisheries files to produce reports, statistics, summaries, and figures to fulfill Council, stakeholder or Manager requestsWrite SQL queries, to pull in data from Oracle database, for analytical tasksInvestigate data for quality (e.g., anomalies, outliers, repeated, missing, mismatched, or null data)Develop R code to look for trends, patterns, anomalies and to provide analytical summariesMonitor existing validation error reports in the system, by running the requested reports at least 1 time monthly to identify data issues. Share any data issues with lead and support staffAnswer phone calls during assigned duty hours on the customer service line and provide immediate responses to customer inquiriesEnsure Manager is informed of all data quality issues and analytical productsWork cooperatively with auditing team staff, and assist in focusing outgoing constituent phone calls on current trip report errors when appropriateThe Fisheries Data Analyst Selected should have the following Qualifications:Advanced (6+ years) R statistical language proficiency for data analysis, including, the knowledge within R to:o Import, export, and combine flat files into Ro Investigate/explore files for data anamolies, repetitive, missing, mismatched or null datao Quantify numeric and alphabetical entries, for trends, inconsistencies and relationshipso Produce replicable code and outputs; tabulate/prepare data for use in analyzing patterns and ways of representing patternso Produce figures in R to visualize data, and synthesize information from multiple flat fileso Work independently to monitor the dataMaster’s degree in data analytics, statistics, or similar quantitative degreeProficient with writing SQL queries to retrieve data from a relational database systemAbility to perform analysis/statistics and produce intelligence planning data analysis reports, compliance reports, communication activities, trouble-shooting data issues, and solutions reportingReview code and outputs with Managers and/or other program staffAbility to download validation error reports from Oracle user interface and provide directive on where major data issues reside and where QAQC calls should focusBuild and maintain positive working relationshipsExcellent interpersonal and customer service skills, ability to deal with challenging personalities.The Ideal Fisheries Data Analyst will have the following:Knowledge of Gulf and Atlantic fisheriesKnowledge of fishery management processes (e.g., fishery management councils, fishery management plan amendments)Experience working directly with the fishing communityAbout LynkerLynker is a growing, employee owned, small business, specializing in professional, scientific and technical services.
