We are seeking a dynamic, team-oriented and caring individual to join our spirited team.· Responsible for the management of daily operations within the PA CareerLink® Lehigh Valley(CareerLink®), as defined by the Workforce Board Lehigh Valley (WBLV).· Supervise the daily activities and resources within the CareerLink® and support the supervision of the partner agencies within to ensure attainment of performance goals and high quality, integrated service delivery.· Coordinates services, in line with the one stop operator partner engagement plan, between the various local partners to ensure the seamless provision of services.· Support the implementation of each mandated partner agency’s Memorandum of Understanding (MOU)· Ensures compliance with laws, guidelines, rules, regulations, policies and procedures pertaining to CareerLink® services and the Workforce Investment and Opportunity Act.Daily Center Operations· Partner with the Operations Director to provide functional supervision to designated CareerLink® staff to ensure services and resources are available at all Lehigh Valley CareerLink® sites· Responsible for directing and coordinating day to day CareerLink® functions in alignment with WBVL’s strategic plan· Support coordination of all programs within the building and ensure that all partners understand their program’s role within the One-Stop and that all partners are working together· Offer mediation support to partners with the goal of meeting fiscal and operational requirements· Support a work environment that is positive and cooperative· Communicate with partners about updates related to facilities, operation schedule and coverage, and resources· Inform and update CareerLink® Partners on activities, policies and procedures· Understand each of the programs’ performance measures and how those programs work to accomplish their goals· Hold monthly meetings with co-located partners in order to effectively coordinate programs and services and ensure that all staff adhere to both center and program guidelines· Host quarterly all partner meetings using targeted relationship building activities· Participate in partner leadership meetings to provide timely updates of overall CareerLink® activities and services.· Develop a Value Stream Map (VSM) for CareerLink® customer experience in collaboration with the WBLV and all partner agencies· Create process flows as they relate to the day-to-day operations· Monitor customer flow and implement creative solutions to ensure customer engagement and satisfaction· Maintain schedule of operating hours at the CareerLink®· Provides supervision for after hour shifts as neededDelivery of Services/Creating Integrated Services Strategy· Conduct regular full CareerLink® staff meetings as well as professional development sessions for staff· Partner with the One Stop Operator in developing formal agreements (MOUs) with the mandated partner agencies· Re-engage training providers to increase new and renewal ETPL applications· Monitor the delivery of services provided by partner agencies and report activities to WBLV.· Support a welcoming environment within the CareerLink® that will align all services to better serve jobseekers, employers, and the community· Work with partner staff so that they identify themselves with specific services as opposed to specific agencies· Manage the room schedules, trainings, center calendar, and workshops· Monitor and ensure that all services/policies required by WIOA, the state and WBLV are available to jobseekers and employers· Monitor and evaluate customer service· Maintain/monitor working relationships with and among partners· Monitor usage and input of data in the Commonwealth Workforce Development SystemPartnerships for Promoting CareerLink® Center Services· Partner with the WBLV to maintain the PA CareerLink® Lehigh Valley website with current outreach data· Monitor foot traffic for all events held at the CareerLink®· Identify and support improvements in new efficiencies in operations and delivery of services· Identify stats and service offerings for basic WIOA services· Support improvement efforts with PA CareerLink® staff and co-located partners· Ensure compliance with all federal/state accessibility requirements and related policies· Create an environment that supports effective communications among all partners· Lead innovative public relations efforts for how partners can promote CareerLink® services within the greater Lehigh Valley communitiesEngaging Employers· Support and monitor delivery of employer services and fulfillment of job postings of designated partner organizations and report activities as required· Work with the Business Service Manager in implementing the business plan by developing relationships with local businesses and developing networking events· Build on relationships with employers to promote the services of the CareerLink®Supporting the Physical and Electronic Resources of the CareerLink®· Conduct inventories and complete orders for shared supplies in accordance to supply budget· Serve as the main point of contact for the landlord’s liaison; the internal phone system and its provider and the secure-access system and its provider.· Serve as the main point of contact for the subcontracted IT service provider in the CareerLink®Reports· Reports on customer satisfaction and Basic Services performance metrics will be generated and distributed monthly and will yield discussion on opportunities for continuous improvement.· Annual data will be collected to support the CareerLink® certification· Monitor progress on all contractual performance requirements as defined by WBLV· Track and report out key metrics such as dual enrollment and cross referrals· Review all reports for accurate completion of required documentation· Submit all required reports related to CareerLink® services as required by WIOA, state, and WBLV· Work with the WBLV in the development of market opportunities to new organizations to partner in the center· Experience in managing people and buildings and maintaining coalitions and partnerships· Experience in business outreach and career counseling· Bachelor's degree in business, economics, education or human resources, or related experience in business, management, professional training, adult teaching or sales· Strong leadership skills with a demonstrated ability to thrive in environments with multiple stakeholders, frequent change, and diverse objectives· Ability to converse with a wide range of professionals and demonstrate a positive, professional attitude· Proficient in Microsoft computer systems· Excellent communication, analytical, and interpersonal skills· Ability to prioritize tasks and solve problems· Demonstrated telephone, computer, and written communication skills· Ability to maintain flexibility as needs of
