Odyssey Systems has an exciting new opportunity providing Advisory and Assistance Services (A&AS) supporting the US Space Force mission to defend National Security Interests in Space as an SDA Systems Acquisition Contracting Professional supporting the US Space Force, Space Systems Command, Space Domain Awareness (SDA) Acquisition Delta.Work is performed at 2424 Garden of the Gods Road in Colorado Springs with the opportunity for 3-4 days per week of telework at the discretion of the Government SDA is foundational to Protecting and Defending US Space Systems that provide space-based Intelligence, Early Warning, Communications and Global Positioning services that sustain our way of life, support our national economy and act as force multipliers in times of conflict. The Joint Task Force Space Defense Joint Commercial Operations Center (USSF SSC) executes system acquisition, modernization, and sustainment for ground- and space-based SDA sensors and command and control (C2) systems. Activities include acquisition program management, system, and subsystem engineering, maintenance and supply support, and fielding.The Acquisition Delta - Space Domain Awareness (USSF SSC/SZG) executes system acquisition, modernization, and sustainment for ground- and space-based SDA sensors and command and control (C2) systems. Activities include acquisition program management, system and subsystem engineering, maintenance and supply support, and fielding.Odyssey Systems provides support to the Government in seven areas: Data Acquisitions, Product Testing, Product Support, Sustainment Management, User Interface Design, Engineering, and Integration. These tasks are executed laterally with USSF SSC, development contractors and with SDA stakeholders.An A&AS contractor is a knowledgeable and trusted advisor to the Government. As an SDA Systems Acquisition Contracting Professional, you will work closely with the Government Supervisory Contracting Officer and provide Advisory and Assistance Services across a wide range of Contracting tasks. You will apply superior critical thinking skills and diverse experience to support all aspects of contracting during the acquisition process for complex SDA systems and technologies. The work includes analyzing and documenting requirements, recommending and developing acquisition strategies and developing documentation in accordance with the Federal Acquisition Regulations (FAR) and US Space Force Space Systems Command acquisition policy, coordinating and conducting acquisition reviews, and advising the Government on all aspects of the contracting process and requirements during acquisition. The work requires knowledge of Other Transaction Authority (OTA), Small Business Innovation Research (SBIR), FAR Part 15, and FAR PART 16 acquisition principles, policies, procedures, reform initiatives, and regulatory requirements. Duties include, but are not limited to:Develop strategies, plans, and packages for document submissions through technical, contract, and legal team reviews that support approval to compete, approval to negotiate, and approval to award contracts, task orders, and modificationsConduct FARand policy research and advise the Government on all aspects of acquisition strategy development, Request for Proposals (RFP) development, proposal evaluation, source selection, and contract awardWrite documents and provide advice, guidance, and supportona wide range of acquisition management and administrative issues that include, but are not limited to Acquisition Strategy Development, Market Research, Memoranda of Agreement (MOA), Justification and Approval (J&A), Acquisition Strategy Reports, Performance Work Statements (PWS), RFP Source Selection preparations, and Technical EvaluationsSupport functional teams developing RFP documents, conducting proposal reviews, and developing technical evaluations of proposalsSupport contract office development of preliminary and final Price Negotiation MemorandaRecommend positions and support the Government to develop, draft, monitor, and administer incentive fee plansPerform analysis, support the Government to develop positions, assemble and staff required documents and packages to administer contracts, and monitor task order executionDevelop and recommend strategies, positions, and content for partnering agreements and data rights agreementsOccasional travel to CONUS and OCONUS locations upon government directionOther duties as required/requested by the Government and within the scope of the S3 contractCitizenship: Must be a US citizenMinimum Qualifications:Clearance: Must hold an active Secret clearance, and be eligible to obtain a DoD Top Secret/SCI clearanceEducation: BA/BS degreeYears of Experience: 8 years of directly relevant experience with proper certifications, 4 of which must be supporting DoD, MDA, or IC Acquisition OrganizationsCertifications: DAU, APDP or DAWIA Contracting Level II Certification or equivalentOther Qualifications:Experience working with all cost-plus and fixed-price contract types (e.g., CPIF, CPFF, CR, FFP, FPIF) and contracts with incentives (cost, schedule, and performance incentives) on non-commercial and commercial contractsExperience supporting Other Transaction Authority (OTA) contractingExperience supporting Small Business Innovative Research (SBIR) contractingSuperior critical thinking skillsAble to perform and deliver in a fast-paced environmentAble to interact with cross-functional teams, develop solutions, and resolve differencesHighly proficient with Microsoft Offices products to include MS Outlook, MS Teams, MS Word, MS Excel, and MS PowerPointPreferred Qualifications:Clearance: Active DoD Top Secret/SCI clearanceCertifications: DAU, APDP, or DAWIA Contracting Level III Certification or equivalent Education: MA/MS degreeYears of Experience: 12 years of directly relevant experience with proper certifications, 8 of which are supporting DoD, MDA, or IC Acquisition Organizations Other Qualifications:Experience as a Warranted Contracting OfficerDoD Program Management ExperienceFamiliarity with DoD Financial ManagementPrevious experience as an A&AS contractorAdditional Information:Location: Work is performed at 2424 Garden of the Gods Road in Colorado Springs with the opportunity for 3-4 days per week of telework at the discretion of the Government Travel: Up to 10% to CONUS and OCONUS locations upon Government direction#LI- RB1Odyssey Systems Consulting Group, is an innovative small business committed to providing world-class technical, management, and training support services to government and public sector clients.
