We seek a dedicated Financial Accounting Analyst (Analyst) who is eager to join a modernizing CHIA Finance team to help realize the agency's fiscal goals. The ideal candidate will be extremely detail-driven, analytical, and possess a strong knowledge of the Commonwealth's fiscal administration policies, tools, and systems. As the Financial Accounting Analyst at CHIA, you will have the opportunity to: Support the Agency Assessment process: The CHIA operating budget is supported through an annual assessment of the healthcare industry. As a Financial Accounting Analyst, you will learn about the CHIA assessment process in accordance with the established laws and regulations (Chapter 12c §7 and regulation 957 CMR 3) while becoming an in-house expert on the agency's assessment policy direction and its collection activities. In addition, as an Analyst you will help in the coordination of data collection with hospitals and related entities, while serving as the liaison to maintain strong relationships with healthcare organizations through active outreach and professional communication. In this role, the Analyst will deepen their knowledge of the Commonwealth's accounting practices and relevant systems through assisting in the preparation, processing, and vendor management of assessed healthcare organizations. Support Financial Compliance: Use your knowledge of the Commonwealth's fiscal policies, strong attention to detail, and technical and systems expertise to ensure financial compliance. As a Financial Accounting Analyst, you will work across Commonwealth finance organizations (e.g. Comptroller, Treasury) to help CHIA Finance and agency leadership organize the status of revenue and receivables, and other status reports that support financial compliance. Ensure Account Oversight: As a Financial Accounting Analyst, you will also help ensure smooth financial operations through assisting in transactions in the state accounting system (MMARS), processing accounting documents, and assisting in the oversight of the chart of accounts. In addition, serving as a back-up to other Finance staff, you may also assist in the creation and tracking of purchase orders, spending transactions, reimbursement requests, and other duties as assigned. Here are the important qualifications we are looking for: Accounting Analyst: Demonstrate your proven ability to develop, contribute to, or lead CHIA's accounting and assessment analysis activities. Your strong attention to detail, along with established revenue collection and analysis skills, will provide the foundation for effective fiscal management and decision-making for the agency. Proficiency in Financial Systems: Demonstrate your hands-on experience with key financial systems such as the Massachusetts Management Accounting and Reporting System (MMARS) and the Commonwealth Information Warehouse (CIW). Your familiarity with these systems should encompass not only basic navigation but also a degree of advanced functionalities relevant to revenue collection and operations, data analysis, and reporting. Strategic and Analytical Thinker: Showcase your capacity to think strategically and analytically about financial matters. Your insights will reflect an understanding of CHIA's mission, objectives, and market dynamics to generate meaningful recommendations, allowing you to align financial strategies with organizational goals effectively. Effective Communicator: Demonstrate exceptional communication skills, both written and verbal, to convey complex financial information clearly and persuasively to diverse audiences. Your ability to distill financial concepts into understandable terms for non-financial stakeholders is crucial for fostering collaboration and buy-in across the organization. Additionally, your ability to prepare reports and facilitate discussions will contribute to informed decision-making and transparent communication channels within CHIA.
