The Position:The Environmental Protection Agency (EPA) seeks a highly skilled Program Evaluator to support agency program evaluation and evidence-building activities. EPA is standing up an initiative called Short-term Evaluation Program (STEP) that will fund program evaluations that will help EPA gain insights for decision making, while building staff capacity and experience in overseeing and implementing evaluations. The Program Evaluator will play a pivotal role in ensuring successful execution of the STEP initiative. Responsibilities:Provide technical assistance, research, training, and analysis to support agency program evaluation and evidence-building activitiesDesign evaluation approaches to address specific questions on program effectiveness and efficiencyExplore reasons for variances between program accomplishments and objectivesFacilitate discussions on lessons learned from program experiencesPromote management decisions based on environmental data and other resultsSupport program evaluation efforts including organizational and management analysis, benefit-cost analysis, cost-effectiveness analysis, and workforce modelingDesign surveys to gather relevant dataAssist programs in developing logic modelsConduct program evaluations using logic models or learning agenda processesGenerate reports of evaluation findings and recommendationsCollect, manage, and analyze quantitative and qualitative data from multiple sourcesUtilize statistical software and evaluation tools to develop models, analyze data, and interpret resultsEnsure compliance with EPA's Evaluation Policy, Open Data Policies, and Scientific Integrity PolicyThe Ideal Candidate: At Censeo, we are looking for unique candidates whose passion and enthusiasm will help shape Censeo's client insights and workplace culture. We believe a successful Program Evaluator will have: Bachelor's degree in a relevant field (social sciences, public policy, etc) - Master's degree preferredMinimum 5 years experience in program evaluationMinimum 2 years experience working with federal agencies (experience with EPA preferred)Program evaluation certification (preferred)Knowledge of relevant policies and regulations governing program evaluationsExcellent communication and interpersonal skills for collaboration with stakeholdersStrong analytical and problem-solving abilities with keen attention to detailAbility to work independently and collaboratively in a team environment The Location:Censeo Consulting Group is based in Washington D.C., a fantastic city for working professionals.
