Job Description: L3Harris Corporation is currently seeking a high-energy Principal Program Manager to lead the growth and execution of programs within the Maritime C5ISR international business. The PM will have a unique end-to-end life cycle management opportunity to leverage decades of L3Harris experience in C5ISR solutions to shape next generation solutions with customers, build a portfolio of new business, and own its profitability in execution. Work scope includes, but is not limited to, developing trusted relationships with internal and external customers, shaping program and system requirements, leading capture efforts, strategic IR&D investment, leading the execution of technology development programs, and positioning L3Harris to successfully win and execute business in this market. The individual must be able to work across a matrixed organization, influence outcomes, and possess both strong Program Management fundamentals and competitive capture experience. This is a high visibility position, and the candidate can expect regular executive engagement internally and within the customer community. This position has functional authority for planning, organization, control, documentation, tracking, integration, financial monitoring and completion of customer programs. While working closely with the Business Development, Engineering, Finance, and Operations departments, this position may manage proposal efforts from customer requirements definition through concept definition to negotiation and contract award. The successful candidate must be able to create and maintain a collaborative work environment; set goals; give clear direction to the team and provide decisive and constructive feedback; empower individuals to take ownership for their assignments; identify and capture funded program growth in addition to facilitating capture of new opportunities with customers; and demonstrate and insist on ethical and professional behavior in accordance with company values. Essential Functions: + Program manager of complex development efforts aligned with our customer’s needs including Systems, Software, Electrical & Mechanical Hardware engineering; system and product qualification; low rate production; and subcontract/supplier management + Lead new business capture management and proposal development in coordination with the Program Business Area and Business Development team. + Develop and lead program and portfolio business plans including all financial metrics, staffing estimates, program status presentations, support of strategic market analysis, growth plans, competitor assessments, and conduct capability presentations to current and new customers + Acts as primary contact with the customer and responsible for customer satisfaction + Develop and lead process improvement and cost reduction plans for program execution. Responsible for assigned C5ISR Programs Financial, Schedule, and Technical performance including all internal and external reporting to executive management and customers. Develop and maintain manning requirements to support development to program needs + Manage financial forecasts, EAC, invoicing and receivables + Manage for Risk and Opportunity + Perform material management for the developmental effort + Manage programs subcontracts via proper flow-down of requirements, working with the Contracts Manager and other L3Harris divisions and strategic partners + Develop and report quality metrics + Understand the role and function of each team member, and through expert communication and leadership skills, establish a common understanding among team members on scope, schedule, and financial objectives. + Actively lead in the growth of the business by identifying and developing approaches to new business opportunities with new and/or current customers + Must deliver and communicate the committed business case and provide senior management within the organization with the necessary information for managing the business via formal Internal Program Reviews + Lead Costing and Quoting for L3Harris Proposals + Follow Program Management Policies and Procedures Qualifications: + Bachelor’s Degree in Engineering, Business Administration or related field or equivalent work experience and minimum 15 years of prior relevant experience. Graduate Degree and a minimum of 10 years of prior related experience + Experience leading study, demonstration, technology development or research and development type contracts + Experience as a Program Manager in a government contracting environment. Previous experience managing large, complex programs + Strong understanding of Government contracting requirement, such as FAR, ITAR, etc. + Familiar with DOD/MIL standards and military equipment qualification process + Excellent computer skills with strong proficiency in Windows interface, Microsoft Office package (Microsoft Outlook, Microsoft Excel, Microsoft Word, Microsoft PowerPoint, Microsoft Access), and Microsoft Project + Excellent analytical, project management and organizational skills with keen attention to detail + Must be knowledgeable of Earned Value management (EVM), Cost Performance Reports (CPR) as they relate to the WBS, schedule and cost plans. + Strong written and verbal communication and presentation skills. Must be able to Communicate clearly and effectively, and, most importantly, promote collaboration among the team by listening intently to what others are saying, taking time to understand the points being made, asking questions when appropriate, and allowing others to speak without interruption + Exceptional leadership and decision-making skills + Travel as required, 10-25% + Active US Government clearance with ability to obtain higher clearance. Preferred Additional Skills: + Soft skills (I.E. Proficient in MS Office, Strong communication…) + Familiarity with large scale system integration scope and project objectives + Project Management Institute (PMI) Program Management Professional (PMP) Certification a plus + Experienced in large scale system of systems international business capture + Experiencd in large scale system of systems program execution.
