Bargaining Unit: MC Job Summary: The Department of Human Resources at SUNY Downstate Health Sciences University is seeking a full-time Personnel Associate / Recruiter. The recruiter position will be responsible for the recruitment of state paid employees across all business units. Duties and Responsibilities Include: Handle all aspects of the recruitment process (candidate screening, scheduling appointments, etc.) Manage recruitment activities such as reviewing posting packages, posting jobs, and connecting with hiring managers Ensure relevant positions are filled via the civil service hiring process and that all civil service regulations are adhered to Liaison with external vendors to provide contingent staff resources to address the needs of the SUNY Downstate community Coordinate the steps of the applicant interview process and provide managers with resumes/applications for review; obtain candidate and manager availability, schedule and confirm interviews, and obtain outcomes to interviews Ensure candidates meet minimum qualifications for the positions their resumes are being routed for Maintain an applicant tracking system, manage data relevant to daily activities, and generate timely, comprehensive reports as requested Review vacancies with the appropriate hiring manager and assist with submitting necessary paperwork for approvals Organize, plan, and implement recruitment activities (Career Days, Job Fairs, Open Houses, etc.); attend activities and provide administrative support when requested Serve as the primary point of contact for hiring managers and candidates Provide administrative support to the Talent Acquisition team including working on projects, initiatives, and other administrative duties as required Assist with onboarding of new hires as needed, including but not limited to:Extending preliminary offer letters, scheduling EHS appointments, and sending onboarding documents Handling onboarding of new hires, data entry, and reviewing employment documents Meeting with candidates at onboarding appointments to review onboarding paperwork (including I-9) and review next steps Ensuring all required background checks are complete (including work/education verification and license verification when applicable) and candidates meet minimum qualifications for the position Ensure all background checks are done following standard work and policy; including obtaining all relevant clearances as part of the background investigation process Flagging any inconsistencies or concerns revealed as part of the background check and discussing immediately with supervisor Review file for completeness and send final notice to employee and department regarding clearance and start date Contribute to the day-to-day activities of the office Greet visitors and serve as an in-house resource person by handling inquiries/locating information and making referrals Welcome newly hired employees and execute the engagement plan throughout the onboarding journey, managing the end-to-end onboarding process, ensuring a great experience for new employees and a smooth start into their roles Prioritize and manage workload to meet critical deadlines Ensure compliance with all processes and maintain a high level of confidentiality at all times Establish working relationships with key HR stakeholders and external vendors Participate in regulatory, accreditation, and mock surveys (i.e. JCAHO, DOH, CMS, CAP, OMH, EMTALA, ESRD, etc.) if applicable Maintain accuracy and integrity of employee data in HR system of record Support other HR staff and may perform specific tasks in the absence of others, including fielding/directing HR-related questions Conduct quality assurance reviews of relevant documents to ensure accuracy, completeness, and compliance (with federal, state, local, and university regulations/guidelines) as applicable Ensure all relevant HR practices and policies are being followed Resolve employee and business queries and escalate issues appropriately as needed Work to provide excellent customer service to members of the organization at all levels Perform accurate and timely completion, delivery, and communication of assignments Work on Human Resources Special Projects as needed Other duties and responsibilities as required Required Qualifications: Bachelor's Degree in Personnel, Business Administration, Public Administration, or related field 1 to 3 years of professional experience in personnel, preferably in higher education or the public sector Working knowledge of one or more personnel functional areas or a satisfactorily equivalent of education, training and/or experience to above Preferred Qualifications: Experience in a Government Agency, University, and/or Hospital setting Certifications or membership in Society for Human Resources Management, American Staffing Association, or similar Excellent written and verbal communication skills and emotional intelligence Exposure to applicant tracking systems and HRIS/HRMS Knowledgeable of employment law and working knowledge of up-to-date search, interviewing, selection, and onboarding techniques Knowledge of Human Resources policies and practices in HR core areas Work Schedule: Monday to Friday;
