The primary responsibilities for the job are to perform professional engineering, work and/or administration focusing on the review, design, planning, investigation, and construction of surface water system projects. May provide project support for street, water utility, sewer utility, and other public works areas as needed. Review private developer projects and consultant designed capital improvement projects. Prepare and review plans and specifications, and act as a project manager on assigned projects. May lead an engineering technician on assigned projects.At this time, this position is eligible for telework up to 2 days per week for a hybrid schedule. As with all routine telework positions, employees may be required to come into the office on occasion based on business needs. Telework may be subject to change at a future time. Currently, all employees must reside in Oregon or Washington; the City cannot support ongoing telework from other locations.This is a full-time, regular, exempt position. The schedule for this position is M-F, 8am to 5pm.Open until filled. First review date - March 5, 2025.Job DetailsEssential Functions: Prepare engineering designs, specifications, costs, and quantity estimates of public work projects; obtain required easements or permits for storm water systems for construction.Prepare request for proposals and bids; review contract bids and proposals; assist in the coordination and review of consultant design work. Act as a project engineer; research applicable codes, regulations, and requirements for assigned project; develop engineering plans and compile preliminary layout of plans; write specifications for plans; coordinate required advertising for bids; support construction engineers and inspectors during actual construction. Review and check adequacy and accuracy of computations, preliminary layout and design work from the field and survey data. Review developer plans, reports, and specifications for public works projects, focusing on stormwater. Provide engineering support to development review process, including support during hearings, pre-application conferences, and planning commission meetings. Provide comments for staff reports addressing applicable codes and federal, state, and local regulations. Work with the Community and Economic Development Department on approvals.Review finished elements and oversee issues with file closure. Track progress on assigned projects to ensure compliance with designated time and cost schedules for project completion including site visitations, inspections, and evaluations Oversee automated computer design and mapping projects performed by personnel to assure accuracy and compliance with laws, design criteria, and plan specifications. Respond to public or other inquires relative to engineering policies and procedures on specific projects, system problem areas, and other divisional information. Attend city council and other public meetings as directed by management staff. Participate in the initial planning of projects to be proposed and make recommendations to assist managers in establishing schedules and budgets. Conduct comprehensive studies for system master planning of future expansions; develop proposals relative to projected construction of various public works projects. Identify and plan required Capital Improvement Projects for system expansion. Perform other duties and responsibilities as assigned. QualificationsExperience and Education Three (3) to four (4) years of experience in Civil Engineering Equivalent to a Bachelor's Degree in Civil Engineering or related fieldComputer Skills Knowledge of Geographic Information Systems and AutoCAD Intermediate skills in Microsoft Word, Excel, Outlook, PowerPoint.Required Licenses and/or Certifications Possession of: A Certification of Registration as a professional engineer in the State of Washington (or ability to obtain through reciprocity within one year). Valid Driver's LicenseKnowledge Principles and practices of storm water design. Terminology, methods, practices, and techniques used in technical civil engineering report and project estimate preparation. Principles of mathematics as applied to engineering work. Recent developments, current literature, and sources of information regarding civil engineering report and project estimate preparation. Principles and practices of project and construction management. Pertinent federal, state, and local laws that pertain to: civil engineering practice Modern office procedures, methods, and computer equipment Use of personal computers and basic softwareAbilities Work in a manner consistent with the City of Vancouver's Vision and Values Develop and maintain collaborative and respectful working relationships with team members, the development community, and customers. Resolve regulatory, public relations and system design questions. Manage engineering projects. Ensure project compliance with appropriate Federal, state, local rules, laws, and regulations. Monitor phases of construction projects and prepare progress reports. Conduct comprehensive engineering studies and develop appropriate recommendations. Perform technical research and solve multi-disciplinary engineering problems. Prepare and maintain technical civil engineering records and prepare comprehensive reports. Compile rough technical data and prepare statistical and narrative reports from field studies. Develop, review, and modify civil engineering plans, designs, and specifications. Exercise professional engineering judgment to achieve results consistent with objectives.
