Pay Status: Non-exempt; hourly Reports To: Chief Financial Officer Job Summary: Manages the day-to-day operations of the Leasing/Tax Credit Department and directs the work of Compliance Specialist(s) to meet internal and external program requirements. Responsibilities include supervising the waitlist, tenant move-in process, tenant move-out process, and recertification process. Ensures that tenant files are maintained as outlined by oversight agencies and applicable organization standards and procedures. Supervisory Responsibilities: Compliance Specialist(s). Duties/Responsibilities: Ensures and verifies compliance with Low-Income Housing Tax Credit (LIHTC) and local housing authority program rules and regulations by overseeing programs, policies, and practices. Reviews and approves applicants prior to move-in to ensure compliance with program requirements. Reviews and approves annual recertifications of all Tax Credit program residents. Conducts internal audits to ensure program compliance and recommend efficiencies. Communicates with auditors relating to external audits. Communicates directly with local housing authority and California Tax Credit Allocation Committee concerning any matters pertaining to compliance, inspections, and annual audits. Ensures that the proper amount of 60/50% Tax Credit units are on the property. Reviews and ensures that all property management software data is entered correctly. Attends ongoing training related to Low Income Housing Tax Credit (LIHTC), Fair-housing, compliance, and other applicable topics. Communicates updates to staff and performs internal training sessions. Provides accurate reporting to oversight agencies and management as required and as requested. Manages move-in process to ensure vacancies are filled quickly and efficiently. Manages non-contract unit waitlist in accordance with Fair-housing and program requirements. Conducts ongoing training for staff to include LIHTC, Fair-housing, and additional compliance procedures. Provides administrative support, including timely data entry into compliance reporting systems, filing, and ongoing file maintenance. Adheres to policies and procedures relating to reasonable accommodation requests accurately and promptly. Maintains confidentiality of information encountered such as personally identifiable information. Performs other related duties as assigned. Non-Essential Functions: Serves on a safety committee. Education and Experience: Bachelor's Degree in Business or related field required. 2+ years of relevant management experience in multifamily residential property management. Specific knowledge of affordable and tax credit regulations required. Current Tax Credit Specialist (TCS) certification required. Knowledge of federal, state, and local program requirements. Strong working knowledge of Section 42 of Internal Revenue Code, CTCAC Compliance Manual, and other applicable guidebooks. Reasonable accommodation experience preferred. Excellent written and verbal communication skills. Proficiency with Adobe, Microsoft 365, Outlook, Excel, and Word. A proactive, self-directed approach with the ability to learn quickly in a fast-paced environment. Ability to leverage technology for efficient data gathering and analysis. Ability to manage deadlines and accurately process data under time-limited restraints. Strong interpersonal skills for interacting with other departments, vendors, tenants, and upper management. Experience with RealPage Onesite Leasing and Rents preferred. Physical Requirements: Prolonged periods standing, bending, sitting, kneeling, and walking. Must be physically able to climb stairs and traverse uneven ground. Must be able to lift up to 40 pounds at a time. Work inside and outside in varying temperature and weather conditions.
