Project Overview Project Goals: •Enterprise-wide asset management approach •Enable data-driven decision making •Acquire, use and maintain assets more efficiently •Increased transparency and collaboration within the county - with employees and residents •Support informed capital planning Project Background •This project is in process. •Fleet and Property Management (including SRS - the Service Request System) are completed. •Parks & Recreation deployment is scheduled for Q3 2024-Q1 2025. •Public Works (including Traffic Signals, Road Maintenance, Environmental Services, and Traffic Signs); deployment will be done in 2 consecutive phases, their exact phase timing TBD but will likely go through 2026. Primary Project Deliverables (detailed deliverables are on the next slide): •Project Management: Continued Deployment of the Enterprise Asset Management (EAM) system (70%) •Organizational Change Management (OCM) readiness assessment, change strategies, communication, and training plans (30%) Project Management: Primary Responsibilities and Deliverables Primary Responsibilities: •Understands the project drivers and expected business outcomes. •Develops a project plan, including tasks, resource assignments, and schedule. •Manages deliverables according to the plan, making adjustments when necessary. •Provides regular updates to governance, leadership, and key stakeholders. •Sets and communicates work priorities, monitors/reports progress. •Tracks project budget: partners with EAM Systems Manager to manage the budget, monitor spending, and forecast future costs. •Manages changes to scope/deliverables to achieve project goals within the approved time and cost; recommends timely corrective action when needed. •Provides leadership and direction to the EAM implementation team to ensure project success. •Coordinates/collaborates with AssetWorks (Vendor) Project Manager. •Logs and follows through to disposition Project-related risks, action items, issues, and decisions; escalates issues and risks as needed. •Monitors progress, tracks hours, and reports status. •Other duties as assigned. Primary Deliverables: •Up-to-Date Project Plans •Management of Project Schedule, Deliverables, and Quality •Tracked budget •Estimates to Complete; Estimates at Completion •Approved/Declined Change Requests •Leadership Team Consultation and Guidance •Leadership Progress Reports •Collaboration with System Vendors •RAID Register - Risks - Action Items - Issues - Decisions •EPMO/Sponsor Status Reports (including hours burndown) OCM: Primary Responsibilities and Deliverables Primary Responsibilities: •Understands the project drivers and expected business outcomes. •Identifies and assesses stakeholder impacts. •Performs stakeholder analysis. •Conducts readiness assessments. •Develops OCM near and future-term strategies; provides input into the project plans about OCM-related activities and tasks. •Develops and manages a communications plan for all phases of the project. •Develops communications materials (using a variety of vehicles) to inform stakeholders about project status and upcoming activities. •Assists with the development of leadership (including governance) presentations. •Works with the vendor to develop/deliver training and desktop references. •Provides input into a post-implementation support plan. •Evaluates the efficacy of the solution/benefits with end users. •Develops the sustainment plan and trains personnel. •Logs and follows through to disposition Project-related risks, action items, issues, and decisions; escalates issues and risks as needed. •Monitors progress, tracks hours, and reports status. •Other duties as assigned Primary Deliverables: •Impact Analysis •Stakeholder Analysis •Readiness Assessments •OCM Strategies (near and future-term) •Input into Project Plans for OCM-Related Deliverables/Activities/Tasks •Communication Plans •Modification of Training Plans/Materials •Development of Desktop References •Training Delivery (in collaboration with the vendor) •Governance-related presentations •Input into Post-Implementation Support Plan •Evaluation Plan •Evaluation Results •Sustainment Plan •RAID Register - Risks - Action Items - Issues - Decisions •EPMO/Sponsor Status Reports (including hours burndown) Candidate Qualifications Mandatory Qualifications: •B.S. or B.A. degree (4 year) (or Associates degree plus an additional 5 years' experience) •5+ years' of experience and solid Project Management skills •Proven competency in Organizational Change Management •Proven competency in developing and delivering training •5+ years' experience as a contractor or consultant •LOCAL candidates only. Desired Qualifications: •Experience managing projects in state, county, or city governments or non-profit sector •Experience with Enterprise Asset Management systems •PMP certification from PMI •CCMP certification from ACMP or Prosci certification •Experience with Organization Development •Experience in developing test scripts/testing •Experience with agile project approaches (Note: project is currently utilizing a waterfall approach.) Project Environment and Schedule Project Environment •Ramsey County is committed to racial equity, diversity and inclusion. •The Project is sponsored by the Public Works department of the Economic Growth and Community Involvement Service Team. •The consultant resource for this position will be managed by the Enterprise Project Management Office. •The PM/OCM consultant will work with the sponsor and key stakeholders. •Resources are located in the Arden Hills Public Works office.Ramsey County is operating in a hybrid work model; the resource will be required to be on site as needed (initially 1-2 days/week). Work will be primarily conducted during standard business hours.
