The Program Manager (PM) Army Resource and Data Analysis Platform (ARDAP) is a portfolio designed to modernize Army business processes. To support its mission, we seek a highly skilled and independent consultant to provide Systems Engineering and Technical Assistance (SETA) services. This role involves contributing to critical national efforts, enhancing the Army's capabilities, and ensuring scalable, agile, data-driven decision-making platforms. s a 1099 consultant, we need your expertise in providing program management, technical advisory, and subject matter expertise across the Army modernization initiatives. Responsibilities: •Provide expert-level consultation for Army Data Platform (ADP), Global Force Information Management (GFIM), and other related programs. •Assist in business process reengineering (BPR), enterprise design, and IT support for modernization efforts. •Offer advisory services in cybersecurity, risk management frameworks, and integrated logistics support. •Support data science, engineering, and architecture development for Army platforms. •Assist with acquisition planning, pre-award, and post-award contract administration. •Develop and review technical specifications, Statements of Work (SOW), system architectures, and operational requirements. •Conduct cost estimation, funding analysis, and database management to align with Army objectives. •Provide program oversight, technical advisory, and staff augmentation for areas beyond organic government capabilities. Requirements: Experience and Education: •Bachelor's degree in a related field (e.g., Engineering, IT, Business, or similar). Advanced degree preferred. •Minimum of 8-10 years of relevant experience supporting government or DoD modernization programs. •Proven track record in providing SETA services or related consultancy. Technical and Professional Skills: •Expertise in project management and technical advisory roles for large-scale IT or defense projects. •Familiarity with Army enterprise systems, data platforms, and logistics information systems. •Knowledge of Federal Acquisition Regulations (FAR), particularly FAR Subpart 9.5 and FAR Subpart 7.5. •Experience developing mitigation plans for organizational conflicts of interest (OCI). •Strong analytical, communication, and documentation skills. •Proficiency in tools like MS Project, Excel, and visualization/analytics platforms. Other Requirements: •U.S. Citizenship required. •Active security clearance or eligibility to obtain one. •Ability to travel to performance locations (Fort Belvoir, Fort Gregg-Adams, Newport News) if required.
