Job DescriptionPrimary Function The Federal Affairs Program Manager position resides within the Nemours National Office of Policy and Prevention's Federal Affairs team and reports to the Senior Advisor, Legislative & Regulatory Affairs. The position's main focus will be leading advocacy efforts in designated areas to advance Nemours' mission of helping to create the healthiest generations of children. The position is part of a very collaborative, fast-paced team and must be comfortable working closely and cooperatively with team members to achieve common goals and advance new projects, often on an urgent basis. Specific responsibilities, all under the direction of the Senior Advisor, include: engaging and lobbying policymakers to advance Nemours' federal agenda and appropriations portfolio, including leading and/or supporting several lobby days, congressional site visits, and other advocacy-related events; developing advocacy collateral; analyzing and providing recommendations on legislative proposals and drafting legislative language; supporting the office's regulatory portfolio; engaging in strategic relationships with internal and external stakeholders; and drafting communications to amplify Nemours' federal policy agenda. This position requires deep understanding and experience with the federal legislative and regulatory process (including the annual appropriations process). This position also requires excellent research, writing, analysis, editing and communication skills. The position also requires flexibility and the ability to meet tight deadlines, multi-task, think strategically, synthesize information into persuasive policy arguments, and work with multiple internal and external partners to achieve a shared vision and goals for complex projects. The position will require strategic planning, organizational and implementation skills, ability to communicate across a range of audiences and to lead meetings, and experience in project management. Essential Functions Leveraging Expertise - Leverages subject matter knowledge to advance Nemours' goals, working collaboratively with partners across Nemours. This requires knowledge of the federal government (i.e. Congress and the Administration), with responsibilities to include analyzing, drafting and advancing federal legislation, regulation and guidance, as well as organizing lobby days, events, and Hill briefings. Experience working with Congress, including the appropriations process, is critical for success in this role. Legislative Affairs - Advances advocacy strategies, lobby days, events and other deliverables within the assigned portfolio areas, working in collaboration with Nemours business partners in the states and National Office colleagues. Monitors and analyzes ongoing legislative developments related to Nemours advocacy priorities. Prepares legislative summaries, proposals, policy and/or legislative reviews and analyzes for impact to Nemours priorities. Regulatory Affairs & Executive Branch Engagement -Monitors, analyzes and provides summaries of regulatory/Executive Branch developments and drafts related comments. Writing, Analysis and Content Editing - Develops drafts of letters, briefs, backgrounders, fact sheets, blogs, talking points, presentations and other materials developed across the team, which can include federal appropriations collateral. Monitors, researches and analyzes the latest developments in child health policies and legislative action to inform advocacy priorities. Outreach and Communications - Supports the Federal Affairs team's strategic partnerships and coalition-building strategies with other organizations for assigned portfolio areas. This includes developing and disseminating information and messaging for Nemours' engagement with federal policymakers, stakeholders, and coalitions, as well as internal audiences, and includes sustained collaboration with other team members. Must be a strategic thinker who helps to develop and execute a strategy to accomplish the Nemours mission. Strategy Support - Supports strategies and tactics to advance Nemours' federal policy and advocacy agenda and the goals of the National Office. Works independently and is able to develop project plans. Manages multiple initiatives or policy/advocacy work focused on topics of organizational priority. Demonstrates strong strategic thinking. The incumbent will require minimal supervision. Administrative Support for Advocacy - Support for logistics and materials to advance Federal Affairs team advocacy events and projects, to include collaborating with administrative support staff on the team. Support for Lobbying Disclosure Act compliance process. Management - Provides coaching and mentoring to intern and/or analyst-level associate, with a focus on establishing clear work expectations, providing timely feedback and offering mentorship. Additional miscellaneous duties and responsibilities, including administrative and logistical support, as may be assigned from time to time by employee's supervisor. Master's degree in public policy, public health, public administration, child health or related field. 7 years of relevant professional experience preferred About Us Nemours Children's Health is an internationally recognized children's health system.
