The Senior Program Manager leads their teams to ensure best practices related to clinical services and case management are followed utilizing data informed decision making. The Senior Program Manager is responsible for developing strong, collaborative relationships with staff and colleagues, is analytical in creating processes and systems to benefit the department and uses strong communication methods to meet departmental goals. The Senior Program Manager will work in collaboration with the Director of Developmental and Behavioral Services to have oversight over clinical and case management activities and tasks; outreach, referral, intake, placement, service delivery, documentation, and billing functions; data integrity; and overall performance of teams in the department to include, but not limited to: Early Intervention, Children's Clinical Services, and Denver Early Steps. The Senior Program Manager will play a vital role in fostering a positive work environment, driving program development, and executing strategic initiatives. Essential Duties Strategic Execution: Assist the Director in executing strategic plans to meet organizational goals and objectives, ensuring alignment with the agency's mission and vision. Project Development: Develop work and project plans that fulfill contractual and organizational requirements, coordinating with stakeholders to ensure successful implementation. Contract Management: Manage contract deliverables to ensure all objectives are met on time and in compliance with established standards. Ensures staff and programs are following rules and regulations from Colorado Department of Early Childhood (CDEC), including Early Intervention and Part C requirements, Health Care Policy and Financing (HCPF), Centers for Medicare and Medicaid (CMS), RMHS, and any other governing body. Team Oversight: Oversee multiple Program Managers within the department, providing leadership, mentorship, and performance evaluations to enhance team effectiveness. Ensures staff have the necessary training to perform high quality case management and direct services that best supports individuals who receive services and their families. Resource Allocation: Allocate resources and manage the departmental budget under the guidance of the Director, ensuring optimal use of funds to achieve strategic priorities. Mission Alignment: Ensure the department's activities are aligned with the agency's mission, vision, and strategic priorities, fostering a culture of excellence. Reporting: Provide high-level reports and recommendations to the Director, utilizing data analysis to inform decision-making and strategic planning. Procurement Oversight: Ensure that organizational and contractual requirements are followed in procurement decisions, maintaining compliance and accountability. Community Partnerships: Collaborate with stakeholders and community organizations to ensure services and supports are adequate for people supported by programs. QualificationsKnowledge, Skills and Abilities Strategic Thinking: Strong strategic thinking and planning capabilities, with the ability to translate vision into actionable plans. Leadership Skills: Proven leadership and motivational skills to inspire and guide a diverse team. Financial Management: Expertise in financial management and resource allocation to ensure efficient use of agency resources. Project Management: Ability to manage complex projects and drive departmental change, adapting to evolving needs and challenges. Minimum Qualifications Education: Bachelor's Degreein a Human Services or related field. Experience: Five (5) years of experience working with people with I/DD, other developmental delays/disorders, and/or behavioral health challenges, with 3 years in a leadership or management role. EI Program Experience, including Part C proficiency Strong understanding of case management principles, best practices, and relevant regulations. Excellent interpersonal, communication, and organizational skills. Experience in program development and evaluation. Proficiency in data analysis and reporting tools. Knowledge of community resources and services available to clients. Reliable transportation Preferred Qualifications Education: Master's degree in behavioral health, developmental therapies, human services, MBA, MPH, MPA, social work, or related field. Experience: Seven (7) years of experience working with people with I/DD, other developmental delays/disorders, and/or behavioral health challenges, with Five (5 ) years in a leadership or management role. Certificates, Licenses, Registrations: Behavioral Health License(s), Early Childhood Special Education licensure or other certificates or licenses related to early childhood or case management Experience supervising remote teams Experience supervising hybrid teams Bilingual- Spanish Ability to drive personal or company vehicle Driving Category - Requirements Driving Category B: Employees who may drive RMHS or personal vehicles for business purposes. Category B employees may transport other employees but will not transport RMHS clients. Valid driver's license Proof of motor vehicle insurance Personal vehicle in good operating condition for use during work, including transporting individuals No major violations in the past three years. No more than two moving violations in the past three years Ability to meet and maintain agency driving requirements and operate agency vehicles Drivers must upload proof of ongoing auto insurance every 6 months into Paycom/Relias.
