JPL's Office of Contracts Management (OCM) leads the coordination and resolution of contract matters as they relate to NASA's Contract with Caltech/JPL. We are the focal point for communication between NASA, Caltech, and JPL personnel on all Prime Contract administration matters. We deliver innovative business solutions by interpreting contract policy and requirements for our partners. Our team is responsible for all contractual aspects of JPL's business processes. On this collaborative team, you will play a role in supporting the lifecycle management of contracts, maintaining compliance with regulations, collaborating with cross-functional teams, and ensuring a positive customer relationship management. You will manage your work consistent with JPL policies, contract & legal requirements, and customer specifications from inception to closeout. In this role, you will also serve as a primary interface with the NASA Office of JPL Management and Oversight (NOJMO), other NASA Centers, and sponsoring agencies for all matters relating to the prime contract, for the development of proposals/task plans and modifications, including end-to-end activities, requirements, impacts and negotiations. You will be responsible for all assigned contractual matters under the guidance of experienced team members. Key Responsibilities * Contract Support and Administration: Assist with providing contracts guidance in the development, coordination, and management of complex proposals/task plans. Monitor contract milestones and deadlines, ensuring timely renewals or modifications. * Cross-Functional Collaboration: Work closely with internal stakeholders (such as legal, finance, program management) and external stakeholders (such as NASA and other sponsoring agencies/companies) to address contract-related inquiries and help ensure smooth contract execution across all phases. * Contractual Interpretation and Guidance: Assist with providing clear contractual interpretation and guidance to JPL personnel, ensuring alignment with upper management and Office of General Counsel (OGC) directives/positions. Under the guidance of experienced team members, advise partners on their contractual rights and obligations. * Agreement Management: Assist in the negotiation and process of Interagency Personnel Agreements (IPA), Memorandums of Understanding (MOU), Non-Disclosure Agreements (NDA) and other contractual Agreements with Government agencies and/or Commercial organizations. * Document Coordination and Record Maintenance: Assist in the initiation and/or coordination of contract and funding-related documents in compliance with contract specifications and JPL policy. Conduct reviews of contract documentation for completeness and adherence to templates. Maintain organized and accessible contract records. Qualifications * Education/Related Experience: Typically requires a Bachelor's degree in Business Administration, Finance, or related subject area with a minimum of 3 years of related experience; or a Master's Degree in a related field with a minimum of one year of related experience. * Proficiency in Computer Applications: Working knowledge of Microsoft Word, Excel, and PowerPoint, with the ability to learn and navigate local JPL software applications to effectively complete tasks. * Motivated and Eager to Learn: A proactive team player with a strong desire to grow, capable of managing multiple assignments and delivering accurate contract documents and guidance within set timelines. * Sound Judgment and Attention to Detail: Able to make informed business decisions with careful attention to detail, while maintaining clear communication with all levels of management and staff. * Independent and Initiative-Driven: Demonstrates the ability to work autonomously, take initiative to ensure task completion, and effectively manage competing priorities to meet deadlines. * Passion for Space Research and Development: Enthusiastic about space exploration and contracting, with a strong commitment to professional growth and continuous learning. Preferred Qualifications * Experience in Government Contracts: Familiarity in one or more of the following areas: administration of Government cost-type Research and Development (R&D) contracts; prime or subcontract administration. * Knowledge of Government Regulations: Knowledge, interpretation, and wide application of principles, theories, concepts and techniques in Federal Acquisition Regulations (FAR), Government policies and other government regulations. Hiring range for this job may be adjusted based on primary work location outside of Pasadena, California. This adjusted range will be provided to candidates by the Recruiter when applicable.
