Job DescriptionPOSITION SUMMARYThis position provides oversight of all leasing and occupancy activity and ensures Public Housing and Project Based Voucher (PBV) site-based waitlists are managed effectively and efficiently, and that all properties are leased in accordance with policies, regulations, and financial operational goals. The Director makes recommendations for efficiency improvements and leads their team through day to day leasing activity to achieve and maintain occupancy levels, as well strategic focus on lease ups, fair housing, accessibility, and emergency transfers. DUTIES AND RESPONSIBILITIESManage Occupancy and oversee a broad range of activities related to site-based waitlist management and leasing activities, including but not limited to: Develop, implement, and administer policies and procedures related to waitlist management and leasing, in accordance with HUD regulations, CHA policy and any relevant legal court orders. Supervise the ongoing management of the CHA's Public Housing and Project Based Voucher site- based waitlists and any other site-based or special wait lists resulting from court orders or initiated by CHA in accordance with all policies, procedures, regulations and good business practices. Review leasing activity reports on a regular basis to ensure the CHA is on track to meet its leasing goals; provide training and direction to internal CHA staff and Property Management staff on actions to be followed to meet leasing goals. Review and revise existing policies or processes when necessary to meet leasing goals and/or achieve efficiencies in Admissions & Occupancy activities. Oversee the maintenance of applicant data in the CHA's computer system (Yardi), including but not limited to, enforcing controls to ensure proper application entry, application updates, purging, proper wait list ranking. Implement and enforce controls to ensure outreach and leasing to applicants is conducted in accordance with CHA policies, procedures, court orders, and regulations; ensure activities are documented as required and meet all expected standards and auditing requirements; work with internal CHA staff and Property Management staff to address any issues of non-compliance. Lead efforts to identify and improve the CHA computer systems related to admissions and occupancy to ensure the integrity of data, increase staff efficiency, and/or enhance the client experience Oversee screening activities for residents returning to new or rehabbed public housing as part of Plan Forward / Plan for Transformation, transfers, lease additions, residuals, and split-family transfers; ensure large-volume screenings are conducted expeditiously and in accordance with CHA policy; oversee process of disseminating information on new arrests on CHA properties. Oversee contract with criminal background and credit screening agency. Ensure staff receives periodic training on various activities conducted by the Occupancy Department to ensure adherence to CHA requirements. Manage special projects related to the Occupancy Department. Ensure reports are created and updated for the Occupancy Department. QUALIFICATIONSThis position requires a Bachelor's degree in urban planning, business administrations, public administrations, or a related field, and at least 3 years in public sector administration experience, with at least 2 years of supervisory or project management experience. Master's preferred. The incumbent must possess strong leadership skills, policy experience and/or demonstrate ability to provide strategic direction, ability to balance the need to meet the details of the requirements while fulfilling the broader organizational vision and goals; must be detail-oriented and able to manage multiple projects; must be customer service driven and strong interpersonal skills.Grade: 10 FLSA: ExemptUnion: Non-Union
