Position Summary:The New York City Public Schools (NYCPS) system is the largest in the country, composed of approximately 1 million students and 75,000+ teachers in over 1,800 schools. The Office of Data Management (ODM) is part of the Office of Policy and Evaluation (OPE). OPE is the primary source of data analysis, research, and academic policy for the NYCPS. ODM is the business intelligence unit of the NYCPS. ODM oversees academic data, project manages critical state and federal reporting work streams, and ensures that the NYCPS's reporting reflects educational policies and practices at the City, State & Federal levels. ODM leverages the data and reports managed by the NYCPS to deliver information back to NYCPS stakeholders to support decision-making and planning. ODM is also advancing the NYCPS's use of data by leading in the design and implementation of next generation data structures and establishing an enterprise data governance framework that supports shared meaning and interpretation of data.The Data Warehouse Manager, Data Architecture, is responsible for the oversight, implementation, and monitoring of database operations, data processing, and quality management initiatives. The Data Warehouse Manager will work directly with the Executive Director, Office of Data Management, and the Director, Data Architecture, Office of Data Management, serving as a strategic manager and technical expert for the ODM team to support key NYCPS programs and initiatives. Performs related work.Reports to:Director, Data Architecture, ODMDirect Reports:N/AKey Relationships:Executive Director, Office of Data Management; Director, Information Management and Support; Deputy Director, Information Management and Support; Analysts, Information Management and Support; Works closely with the Division of Instructional and Information Technology, the Office of Academic Policy & Systems, the Research & Policy Support Group, the Office of Assessment, and the Office of School Performance.Responsibilities:Design, develop and maintain scalable data pipelines and infrastructure to support advanced analytics and business intelligence needs.Ensure data architecture aligns with industry best practices and organizational goals.Develop project analyses and programming routines using structured query language (SQL) and other analytical tools.Integrate data from various sources, ensuring data quality, consistency, and reliability.Develop and maintain ETL/ELT processes to facilitate data movement and transformation.Implement data governance and security measures to protect sensitive information.Review and evaluate local, state, and federal education policies that impact the rules and processes for collecting and reporting data.Work closely with data analysts, data scientists, business intelligence developers, and business stakeholders to understand data requirements and deliver optimal solutions.Troubleshoot and resolve data-related issues promptly and effectively.Implement work plans and project schedules based on the scope and time frames set by the team leader, external and internal clients, and other stakeholders; liaise between IT and business units.Quickly assess and resolve complex issues using sound judgment and problem-solving skills.Use Azure DevOps daily to provide project updates and track progress on all assigned work.Stay current with the latest trends and advancements in data engineering and cloud technologies.Evaluate and integrate new tools and technologies to enhance data infrastructure and data management capabilities.Qualification Requirements:Minimum:Professional/vendor certification(s) in database administration that is required for the position to be filled. In addition, all candidates must have the following:A baccalaureate degree from an accredited college and two years of satisfactory full-time (not classroom-based) experience in database administration planning, design, configuration, installation, troubleshooting, integration, performance monitoring, maintenance, enhancement, and security management; orA four-year high school diploma or its educational equivalent and six years of satisfactory full-time (not classroom-based) information technology experience, of which at least 2 years must have been database administration experience; orA satisfactory equivalent of education and/or experience equivalent to "1" or "2" above. Undergraduate education may be substituted for experience on the basis that 30 undergraduate semester credits from an accredited college is equivalent to 6 months of general information technology experience; but may not be substituted for the required database administration experience. A master's degree in computer science or a related field from an accredited college may substitute for one year of database administration experience.
