NOTICE OF JOB OPPORTUNITY POSTING #BR-040-25E SYSTEMS ANALYST I, II LOCATION: FACILITIES PLANNING DEPARTMENT, INFORMATION TECHNOLOGY SECTION, APPLICATION SERVICES GROUP, JOINT ADMINISTRATION OFFICE, WHITTIER Join the Los Angeles County Sanitation Districts as a Systems Analyst and play a pivotal role in developing and maintaining cutting-edge software solutions that drive operational efficiency and innovation. In this dynamic position, you will design and implement software applications using various programming languages, develop complex reports and dashboards, and model both relational and unstructured data to optimize decision-making. You will also provide critical functional and technical support for enterprise applications, troubleshoot system issues, and collaborate with vendors to ensure seamless application performance. ESSENTIAL FUNCTIONS: To perform complex and technical analyses, design, programming, and support for Information Technology computer systems. JOB SUMMARY: The major job duties are listed below. Under the direction of a Senior Systems Analyst or higher classification, the incumbent will: Create and maintain software programs using a variety of programming languages Perform complex report and dashboard development Perform relational and unstructured data modeling Provide functional and technical support for third-party enterprise applications Provide technical assistance in resolving application problems and consult with vendors as needed Complete application systems analyses and designs Collect project requirements and perform business process modeling Prepare formal application requirements and design documents Research current or new technology and recommend replacements of platforms, methodology, systems, and applications Facilitate meetings with various customer groups Candidates must possess all of the following: A valid California Class C driver license A bachelor's degree in computer science or a closely related field from an accredited college or university For Systems Analyst I : One (1) of the following: Option #1: One (1) year of experience as a Programmer Analyst with the Los Angeles County Sanitation Districts Option #2: Four (4) years of related experience installing, configuring, monitoring and maintaining complex computer network and telecommunication systems Option #3: Four (4) years of related experience in applications design and programming analysis support NOTE: A master's degree in computer science or closely related field may be substituted for one (1) year of the required experience For Systems Analyst II : One (1) of the following: Option #1: One (1) year of experience as a Systems Analyst I at the Los Angeles County Sanitation Districts Option #2: Two (2) years of professional level experience performing duties equivalent to a Systems Analyst I DESIRABLE QUALIFICATIONS: Ability to coordinate and communicate effectively with professional and non-professional field staff Experience with: Magellan BI & Reporting Microsoft Power BI Java application development Apache Struts framework Web services JavaScript Microsoft T-SQL Oracle PL/SQL Query optimization Oracle E-Business Suite Microsoft Sharepoint Development Services and Microsoft Power Automate Maximo Rules Manager IBM Maximo Application Suite The competitive selection process may cover: Knowledge of : The principles of systems analysis and design Interface design Standard methods and programming techniques Relational database design Information Technology standards and procedures Methods and procedures of program and system documentation The Software Development Lifecycle Ability to : Analyze the computing needs of customer groups and recommend solutions Analyze, design, and document systems and procedures Provide instruction to others Organize and coordinate the work of project groups Communicate clearly and effectively both orally and in writing Coordinate and change priorities between concurrent work assignments NOTE: This posting will remain open until vacancy is filled and is subject to closure without notice.
