Job Title: Technical Analyst - Patent Reviewer (NWS 00764) THIS POSITION IS SHORT TERM, MAX 1000 HOURS PER CALENDAR YEAR North Wind Services is actively seeking individuals who can contribute to national security within the science, technology, and engineering fields as part of our supplemental labor team at vital federal research and development installations supporting the Department of Energy. NWS has an established history of contributing to the success of their customer's mission. Available employment opportunities may range from administrative and logistical support to advanced technical positions. Qualified applicants must be a US citizen, at least 18 years of age, and able to meet pre-employment requirements including any required physicals, drug screen, and/or background investigation to satisfy clearance requirements from the Department of Energy. Successful candidates will be employees of NWS, a premier government contractor charged with employing highly motivated and well-qualified personnel who can advance the missions of the Lawrence Livermore National Laboratory in Livermore, CA. Though employed by NWS, the employee will take day-to-day direction from technical personnel employed directly by the research laboratories. Pay, benefits, Human Resource, and Employment Management functions are provided by NWS. The Director's Office PAD has an opening for a Technical Analyst to perform classification analysis and review of patent-related documents. The successful candidate will sit within the Office of General Counsel (OGC) and will have minimal supervision while possessing a broad knowledge of LLNL technologies and applicable classifications. This position may require the employee to have the flexibility to work overtime, shifts, and/or weekends to accomplish goals. The successful candidate will be required to pass various on-site training modules to pursue work assignments. Essential Duties Provide classification analysis and review of patent-related documents as requested by the OGC. Review document collections requested under FOIA for relevant exemptions and mark documents accordingly. Accurately and efficiently review documents for compliance with classification guidance. Timely provide classification analysis and review of patent-related documents. Prepare classification determination from DC review. Provide knowledge of applicable classification guidance including new and updated guidance. Timely review FOIA-requested documents and mark documents pursuant to relevant FOIA exemptions, working efficiently and independently. Review patent-related documents in a wide range of technical areas and review FOIA-requested documents when needed. Essential Skills, Knowledge and Abilities Master's Degree or Ph.D. in scientific or engineering discipline. Maintain DC certification and authority by completing periodic recertification requirements. Actively monitor and stay current with new classification and FOIA guidance and updates to existing classification and FOIA guidance. Attention to detail; ability to work efficiently and with minimal supervision; ability to exercise judgment in application of classification and FOIA guidance. Knowledge of applicable classification guidance for LLNL technologies described in patent-related documents. Hold a deep understanding of technical knowledge to review patent-related documents containing the full scope of LLNL technology. Broad scientific and/or engineering knowledge in a range of technologies; familiarity with classification guidance. Experience working in various technical areas within LLNL. Special Requirements Pre-Placement Medical Exam: A job-related pre-placement medical examination may be required. Pre-employment drug test: External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test. Anticipated Clearance Level: Q (position will be cleared to this level). Applicants selected will be subject to a federal background investigation and must meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.
