Reporting directly to the Board of Directors, The President and Chief Executive Officer (CEO) of Greater Lawrence Family Health Center (GLFHC) is responsible for the strategic direction of the organization as well as all of the day-to-day operations. The CEO is accountable for overseeing the planning, organizing, and directing the activities across all facilities, departments and programs for more than 60,000 patients GLFHC treats each year. The CEO is responsible for creating an environment and culture which enables the health center to fulfill its mission of improving and maintaining the health of individuals and families in the Merrimack Valley by providing the highest quality patient experience and innovative solutions to improve health outcomes.The CEO understands the rapidly changing health care environment and will lead GLFHC to thrive amidst these changes. The CEO has knowledge of Accountable Care Organizations (ACOs), networks of physicians, hospitals and other community-based health care providers to be financially accountable for cost, quality, and member experience. Equally important, the CEO will convey the mission, vision and plan to all staff, inspiring all employees to improve performance, and is responsible for the operation and the measurement, assessment, and improvement of the overall health center's performance.The CEO builds strong external relationships, partnerships and alliances, understands what is happening in the community and is the voice and face of the health center to all constituents. This includes local hospitals, acute care providers, local officials, legislators, federal agencies, community groups, specialty providers, foundations and other philanthropic or funding partners and all key influencers.The CEO is committed to GLFHC's mission. The CEO is the voice and face of the organization internally to clinicians and staff, as well as externally to the community, local or federal officials and other key influencers or funders where building solid relationships is essential. The CEO is a visible and approachable leader, someone that leads by walking around and gets to know the employees and providers at all levels.Job Responsibilities and Performance Standards:Communicate a clear, concise vision and strategy for the organization, so that all staff, providers, and non-providers embrace the vision and feel a sense of ownership. Develop mechanisms to allow feedback in both directions across all levels of the organization.Display disciplined and effective financial and operating management, focusing programs on financial sustainability and community needs. Demonstrate knowledge of FQHC reimbursement and payment/rates. Continually seek new sources of revenues to pay for existing programs and enable the launch and continued support of new programs or services that can better serve the community. This includes grants, strategic alliances, corporate partnerships or sponsorships, and fundraising at all levels.In concert with the Board and leadership team, develop short- and long-term strategic plans, implement those plans with fiscal responsibility and accountability. Focus on overall operational excellence across all facilities, including delegating responsibilities appropriately to eliminate bottlenecks and speed decision-making. Continually strive to improve the quality of care to the community and most importantly, work to attain the ultimate goal that anyone in the Merrimack Valley that seeks care can receive it, quickly and with respect.Lead the organization to reinforce the culture, which has at its core the highest level of commitment to high quality healthcare to anyone in need. With the leadership team guide the health center and related programs and services to achieve operational excellence and sustainable financial performance. Engage physicians and all care providers in clinical and operational excellence. Lead with integrity and transparency, build strong and trusted professional relationships with all internal and external business partners.Build strong relationships and effective lines of communication with all Board members. Listen, demonstrate a strong drive to transform ideas into action and drive changes developed in conjunction with the Board.Develop a strong working relationship with providers, ensure effective lines of communication, concerns are heard, and special attention is paid to removing any barriers to providing care in the manner the providers know is essential, while also alleviating the pressures that lead to burn-out among providers.Operate with transparency and create effective and responsive lines of communication up and down the ladder. Encourage collaboration and communication across functions. Effectively delegate initiatives to the leadership team and create feedback loops to make sure the proper attention is paid and issues are successfully resolved.Invest in staff training, career development and retention.Make key decisions, create an environment where the collection and evaluation of key performance metrics is the norm. Demonstrate transparency on how decisions are made and allow for healthy debate on direction.Ensure a culture of accountability and continuous improvement including the identification of concrete performance measures across GLFHC's clinical, financial, operational and patient experience. This includes employee and physician satisfaction and community service functions, as well as compliance with regulatory requirements. Use metrics to monitor and report progress in achieving goals and objectives that fulfill the mission and vision.Represent GLFHC in the community and throughout the service area. Become a sought-out resource on healthcare issues from a variety of political, civic and other leaders in the community and maintain and nurture good relationships with those leaders and elected officials. Be a known presence in civic and social activities in the community. Be active in professional associations, conferences and other settings that enable GLFHC to learn best practices of other community health centers nationally.Focus on diversity, equity and inclusion across all GLFHC operations.Be personally accountable for and put the appropriate processes and checks in place to guarantee compliance with all state, federal and other guidelines, and programs. This accountability extends to HRSA, The Joint Commission, Massachusetts Department of Public Health and others. Seek to continually improve on quality of care to ensure there are no remediation actions as a result of HRSA site visits, and any issues that do arise are immediately addressed.Invest in innovative technology/equipment that will raise the level of care, information technology to create efficiencies and improve communications internally and externally, as well as consistent maintenance/improvement of facilities across GLFHC.Be active in state and national professional associations (Massachusetts League of Community Health Centers, National Association of Community Health Centers). Share best practices and bring further innovations to GLFHC.Integrate department/workgroup improvement initiatives with GLFHC system-wide projects and strategic aims.Travel between sites will be required.Performs all and any additional duties as assigned.Qualifications:ExperienceMinimum of ten years of progressive leadership in a complex, multi-functional, mission-oriented organization with a diverse portfolio. Senior-level executive experience in a FQHC, community health center, primary care facility, not-for-profit healthcare, or human services organization will be considered. Candidates should possess senior management level experience leading a multi-site operation and multi-disciplinary teams.Has served as the ultimate guardian of the organization's fiscal health. Considerable experience preparing an annual operating plan, forecasting, managing balance sheets, budgeting, establishing financial controls, and mitigating risks. Communicating current and projected performance in a proactive and transparent manner with leadership and the Board will also be a key responsibility.Service-minded with a passion for impacting underserved communities. Recognizes the 24/7 nature of the role and has displayed the need to be seen as a visible and approachable partner in the community, as well as an advocate who can raise the visibility and awareness of GLFHC's services. A working knowledge and understanding of current trends, challenges and issues with health centers, health care and human service delivery.Track record of positively impacting an organization's philanthropic efforts; candidates should possess experience being visible externally and strengthening the brand for an organization.Highly competent using data-driven decision-making. Encouraged efforts to strategically track, analyze, interpret and communicate program performance metrics. Uses data to highlight efficiencies, improve cross-team collaboration, and to allow the team to devote more attention to providing care or delivering program services.Outstanding experience building relationships. Build strong relationships with diverse stakeholders in the community. Identify opportunities to collaborate and increase engagement with other community organizations to always better serve the needs of the community.Strong physician relations with the ability to build confidence, trust and support with the physician partners. An executive that accomplishes physician partnerships through relationship building and not leverage.Track record of developing staff, creating collaborative teams and fostering a culture that embraces service excellence and innovation; celebrates and recognizes staff successes.
