Title:Export Control OfficerDepartment:Office of Research & DevelopmentReports To:Assoc. Vice Provost for Sponsored Research AdminPosition Type:StaffPosition Summary: NJIT seeks candidates for theposition of Export Controls Officer (ECO). Housed in the Office of Research andDevelopment and reporting to the Associate Vice Provost for Sponsored ResearchAdministration, the incoming ECO will have the opportunity to lead theimplementation and day-to-day operations of the University Export ControlsCompliance Management Program (ECMP), while helping to propel the Universityforward as a national leader in responsible and ethical research.The ECO is responsible forestablishing and implementing University-wide export compliance policies,procedures, and guidelines to comply with the U.S. export controls regulations,including the EAR, ITAR, and FACR. The ECO will also be responsible for certainoperational aspects of the ECMP.The ECO will drive a synergeticapproach to export control compliance such that the Institutioncontinues to seek out the best talent worldwide and leverage meaningfulinternational collaborations, while fully complying with federal exportcontrols regulations in NJIT's operations. The ECO will be expected toproactively foster collaborative relationships with stakeholders andconstituents across the University, and work with faculty, staff, and senioradministration to establish compliance policies and guidelines and implementand operationalize procedures that effectively and efficiently support theUniversity's operations. Essential Functions: - Build out and improve exportcompliance programs and policies. Identify and work closely with multiplestakeholders across the University. - Manage the University-wide exportcontrol compliance program; evaluate and update policies and procedures asnecessary; and monitor, advise, and provide recommendations on addressing bestpractices, emerging trends, initiatives, and regulatory changes from thefederal government. - Oversee the University's restrictedparty screening IT system and process. Responsible for training "level 1"screeners (including but not limited to faculty, department staff, HR,Procurement, and OGI). Serve as the "level 2" screener and approver. Providetraining to level 1 users based on the University procedures.- Lead business processes relating toexport controls project assessments, government registrations, technologycontrol plans, government licenses, and all other export-related tasks andworkflows. - Provide guidance and support tostakeholders and the related export controls screening processes they lead.- Identify areas of improvementregarding the proper handling of export-controlled technology, software, andtangible goods. As needed, classify goods, technology, and software inadvance of any desired export or deemed export to foreign persons in the U.S.- Seek legal assistance from the Office of General Counsel asneeded, including when filing license applications and in all investigations ofpotential violations. Prerequisite Qualifications: - Bachelor's degree and ten years ofrelated experience are required; a master's degree in related field or JurisDoctor is preferred. - A track record of building exportcontrols compliance awareness into the day-to-day activities of a large, complex,and multi-faceted organization. - Experience in compliance with ITAR, EAR, and OFAC regulations.- Demonstrated ability to integratevision, strategy, tactics, and activities to move the University's missionforward. - A willingness to be innovative andproactive, particularly around identifying emerging trends and concerns. Ademonstrated ability to foster collaboration between faculty, staff, andadministrators across several departments and offices. - Demonstrated experience exercisingconsiderable judgment and resourcefulness. - Highly developed communication andinterpersonal skills with the ability to influence through personalcredibility, integrity, transparency, and professionalism. - Strong customer focus andresponsiveness to service standards and operational demands. - Ability to effectively plan andexecute multiple concurrent initiatives. - Initiative, intellectual curiosity,creativity, tenacity, persistence, and a sense of humor. - Transparency, openness, andcommitment to the highest ethical and professional standards. - At the university's discretion,the education and experience prerequisites may be exempted where the candidatecan demonstrate to the satisfaction of the university, an equivalentcombination of education and experience specifically preparing the candidatefor success in the position.Bargaining Unit:PSARange/Band:25FLSA:ExemptFull-Time Additional Information:The responsibilities of this position may include direct and/or indirect physical or logical access to information or technologies subjected to U.S. Export Control Laws and Regulations (Export Controls). Both Export Control and U.S. Department of Defense contracts and sub-contracts impose certain restrictions on entities and their ability to share export-controlled and other technology and services with certain "non-U.S. persons" (persons who are neither U.S. citizens, nationals, lawful permanent residents, refugees, or asylees) or, in the case of classified information, non-U.S. citizens. To comply with these laws, and in conjunction with the review of candidates for those positions within NJIT that may present access to export controlled technical data, NJIT must assess a candidate's U.S. person status.
