Professional architectural / engineering and project management work at the staff level. Work involves providing technical expertise necessary to carry out the planning, design, and construction of new county buildings as well as renovation projects within county facilities. Project management of building projects including management of budget, schedule, design and construction. The Project Manager - Owner's Representative will oversee and manage the planning, design, and construction of new capital building projects on behalf of the owner. This role is responsible for ensuring that projects are delivered on time, within budget, and in alignment with the owner's objectives, contractual requirements, and industry best practices. The Project Manager will coordinate with architects, engineers, contractors, and other stakeholders to facilitate effective decision-making and resolve project challenges. Key responsibilities include project planning, contract administration, budget management, schedule oversight, risk assessment, and quality control. Work includes regular communication with the public, contractors, design professionals, other agencies and groups. CLASS DESCRIPTION: This position is responsible for architectural / engineering planning and design, design and construction management including: Preliminary architectural design, Space planning, Site inspection, Preparing and reviewing facility assessments, ADA compliance reports, Preparing Architectural construction documents for minor renovations using CADD or Revit, Editing standard construction specifications, Preparing preliminary cost estimates, Coordinating architectural design with engineering disciplines, Interpreting design guidelines, Working with County Officials for building permit, zoning and historic preservation approval, filing for building permits; Preparing A/E SOW's, Negotiating A/E fees, Reviewing conceptual designs and providing written comments for completeness, code compliance, Bureau standards and customer requirements, Reviewing A/E submissions such as progress and final construction drawings and specifications; Providing design direction and guidance to the A/E's; Reviewing cost estimates, Negotiating Construction Contracts, Pre-construction planning, On-site construction management/ coordination, RFI resolution, Change Order negotiation, Punch list preparation, final inspection and acceptance. Position is responsible for coordinating County contracts such as Security, AV, Signage and Moving. Projects include major building renovations, major repairs, major additions and new construction Project size typically $1 million to $20 million in construction costs. The Project Manager will oversee all phases of capital building projects, from initial planning and design through construction and closeout. This role involves managing project scope, schedule, and budget while ensuring alignment with organizational goals and stakeholder expectations. The Project Manager will serve as the primary liaison between the owner and project teams, including architects, engineers, contractors, and regulatory agencies. Responsibilities include coordinating feasibility studies, facilitating meetings, and ensuring project requirements are met with high standards of quality and compliance. The Project Manager will also handle contract administration, procurement, and financial oversight, ensuring cost control and proper funding allocation. This includes reviewing proposals, negotiating contracts, and managing change orders and payment applications. Risk assessment and schedule management are critical aspects of the role, requiring proactive problem-solving to address delays and unforeseen challenges. Additionally, the Project Manager will ensure quality control through site inspections and compliance reviews, leading to a smooth project handover and operational readiness. Effective communication, reporting, and stakeholder coordination will be essential to successfully delivering projects on time and within budget. Uses architectural / engineering design software to review architectural or engineering works including project management software. Advises the Bureau and other county agencies on the design and construction of new and renovation projects, ensuring that projects function effectively, align with stakeholders needs, and comply with industry standards, regulations, and best practices. SUPERVISORY RESPONSIBILITIES: This job has no supervisory responsibilities. Bachelor's Degree in Engineering or Architecture and four (4) years related experience or an equivalent combination of education and experience. Possession of a valid driver's license.
