The Federal Contracts Manager is responsible for contract administration of Delta Dental's Federal government programs, promoting the productivity and quality of work and customer service objectives. This role will actively support both internal and external customers to explain and execute contractual analyses and regulatory policies. * Establishes procedures to comply with contract requirements, monitors and reports on performance standards, and ensures training and procedure manuals encompassing all job functions are current and accurate. * Performs comprehensive contractual reviews/audits. Reviews large, high-profile or complex requests and provides contractual recommendations to upper management. * Approves significant contractual concessions, as needed. * Participates in developing and implementing enhancements and new tools/methods within Federal contract operations. * Teams with system change management stakeholders to meet contract objectives and program change requirements. * Advises and provides guidance to internal and external customers regarding contract issues; prepares and presents documents to support contractual decisions. * Develops metrics and reports for management and executive management use. * Develops and implements program plans including scope, resource requirements, new program ideas, best practice protocols, and communications. * Creates and establishes Federal contract program goals, objectives, and deliverables to reflect program vision, while working in partnership with cross-functional teams to execute on deliverables. Minimum Qualifications * 7+ w/Bachelor's degree Knowledge, Skills, Abilities * Knowledge of contract administration and oversight best practices. * Excellent critical thinking and problem-solving skills. * Ability to understand written and oral instructions. * Ability to clearly present written information, requests and findings. * Ability to communicate information at all levels, including the ability to make executive level presentations. * Ability to interact well with all levels of staff, co-workers and outside contacts. * Familiarity with operations of key stakeholders, including Finance, Underwriting and Actuarial, IT, Sales/Account Management. * Ability to interact with Professional and Provider Relations, Human Resources, Operations, Regulatory, Brokers, Clients, Auditors, and other enterprise-wide department staff to obtain, exchange and provide information. Base Pay Information The national base pay range at the end is a good-faith estimate of what Delta Dental may pay for new hires. Actual pay may vary based on Delta Dental's assessment of the candidate's knowledge, skills, abilities (KSAs), related experience, education, certifications and ability to meet required minimum job qualifications. Other factors impacting pay include prevailing wages in the work location and internal equity. Pay Grade 21. $80,500 - $174,300
