The Forestry & Natural Resource Field Supervisor directly supports the City Forestry Program and is responsible for managing the forestry and natural resources management programs, including planning, implementation, project management, scheduling, assigning and supervising the work of the forestry maintenance crew; hiring, training and evaluating staff. In addition, this position performs administrative duties, such as writing & administering grants, preparing reports, plans, specifications, correspondence and work orders. The position also supports the entire Park Maintenance Division in daily operations and projects. Work is performed independently under the direct supervision of the Park and Building Maintenance Manager to provide for the maintenance and care of the city's urban forest and other natural resource and landscape areas. IMPORTANT NOTE: This is an internal posting only. External candidates will not be considered at this time. * Supervises assigned employees, develop daily work schedules, monitor, and assess performance, assist in the recruitment and selection of employees. Investigate and process employee related complaints. * Supervises the operations of the division in carrying out regulatory standards, city & departmental goals, policies and procedures, establishing and ensuring standards for quality, coordinating services, investigating complaints and providing expertise and problem solving to ensure safe operations. * Assists the Division Manager in the preparation, administration and coordination of the annual budget, Capital Improvement & Capital Equipment plans. * Manages the operating budget and approve expenditures for the division. * Assists the Division Manager in developing long/short range plans. * Coordinates and conduct training programs for assigned Division, including identifying needs, evaluating effectiveness, and overseeing compliance to the IUOE Local 49 step program. * Assists the Division Manager in project management of Capital Improvement projects, as well as serve as the project manager on operational projects for the Division. * Assists in the coordination in emergency or essential operations to all O&M Divisions and other City Departments * Performs administrative duties, such as preparing reports, developing plans and specifications for contracted work, work order generation, and general divisional correspondence. * Provides a high level of customer service to residents when responding to issues. * Performs other duties, as assigned. Forestry Specific * Manage and implement the City forestry program including short, mid, and long-term planning; prioritization and execution of work. * Manage and implement the City Natural Resource Management program including developing project lists and ongoing evaluation of natural areas, managing contractors, staff and volunteers. * Manage the City landscape median areas. * Assist in the development and management of the forestry budgets. * Manage contracts related to forestry and natural resource management. * Supervise full-time and seasonal staff as well as contractors related to the completion of forestry and natural resources work. * Identify opportunities for grant funding and manage monitor work and funds pertaining to county, state, and federal grants. * Identify/inspect trees that are not compliant with city tree code (Dead, diseased, hazardous) on both public and private property. * Organize, and coordinate city tree sales. * Provide input to help guide decision making regarding policies related to tree/natural resources. * Plan/manage reforestation projects on city property. * Collect GIS data for city infrastructure and trees. * Assist the Park Maintenance Field Supervisor with management of the entire Park System. Education Two (2) years of formal training at a technical college or associate's degree or equivalent. Experience Five (5) years of experience in public works maintenance, parks, forestry or equivalent which includes two (2) years or supervisory experience of full-time staff. Equivalency An equivalent combination of education and experience closely related to the duties of the position MAY be considered. Licenses/Certifications at time of hire: * Valid driver's license * ISA Arborist * Tree inspector * Chain Saw Training * Aerial Lift Certification * Work Zone safety * Pesticide applicator * FEMA IS 100, 200, 700 Knowledge, Skills, & Abilities * Thorough knowledge of City and department policies and procedures. * Knowledge of Federal, State, and local codes, regulations, and licensure requirements pertaining to public works street maintenance operations. * Thorough knowledge of street construction and equipment operation and maintenance methods and procedures. * Knowledge of safety principles; knowledge of personnel management techniques; knowledge of budgeting and accounting principles. * Knowledge of and ability to use Microsoft Office Suite and position specific software applications. * Skill in coaching and mentoring; skill in the operation and maintenance of motor vehicles and equipment. * Ability to read and understand maps, records, drawings, and plans; ability to make sound decisions. * Ability to work and think independently. * Ability to work productively, efficiently, and safely. * Ability to carry out written and verbal instructions. * Ability to delegate work effectively. * Ability to work in a variety of weather conditions and irregular extended hours. * Ability to effectively maintain records and files. * Ability to operate and use office equipment. * Ability to effectively communicate both verbally and in writing. * Ability to establish and maintain effective working relationships with co-workers, supervisors, other departments, outside agencies or vendors, and the general public. * Ability to provide a level of customer service that meets or exceeds customer expectation and satisfaction. * Embrace and engage in cultural shift toward Continuous Improvement. * Proven ability and demonstrated commitment to an inclusive workplace related to racial equity, diversity, and inclusion. Desired Qualifications Additional preferred qualifications include. * Previous experience working with diverse populations. * Fluency in Spanish, Hmong, Russian, Somali, Laotian or Vietnamese language(s).
